The General Secretary, from 1929 onwards, was the de facto leader of the whole Soviet Union. It controlled both the Communist Party (a big deal in a one-party state) and the Government of the USSR. The Presidium, while the Head of State, wielded almost no power. That's why history does not remember Nikolay Shvernik and he was not at Yalta or Potsdam. General Secretary was an enormously important position.

But that's not the issue here. The issue is the flag.
