1. Executive Summary

Historically, Luthori has had one of the strongest armed forces in Terra, allowing it, for centuries, to project its empire across the world through territorial holdings in Majatra and Selaya, among others. While Luthori's current military status is respectable, it has deteriorated significantly since the Defence Ministry's 3943 Audit Report (OOC: http://classic.particracy.net/viewbill.php?billid=454488), which found the "Royal Military [to be] a well-equipped, well-funded, and well-trained military force capable of defending the Luthori homeland as well as any international assets, due to its naval strength." Despite some methodological problems with the audit report, it is clear that the Luthorian Armed Forces are smaller comparatively less-equipped and less-trained than it was since then. We accredit the deterioration of the nation's military forces as a direct result of decades of government negligence and mismanagement of funding; however, if our recommendations were to be codified by the Imperial Diet, we are confident that the state of the Luthorian Armed Forces will be greatly improved over the coming decade and beyond and will be able to better project power beyond Artanian borders.

2. General Overview

I. Manpower

Our review of the Luthorian Armed Forces found that, as of May 4304, there were 77,610 in the Royal Army, 22,880 in the Royal Navy, and 23,240 in the Royal Air Force, for a combined number of 123,730 active personnel. There were 48,800 in the Imperial Army Reserves, 9,990 in the Royal Navy Reserves, and 3,160 in the Royal Air Force Reserves, for a combined number of 61,950 reserve personnel.

The size of Luthori's military, in terms of active personnel, reserve personnel, and those fit for service in the "available manpower" group, is strong relative to our neighboring nations and most nations in Terra.

II. Armament and Equipments

Due to current Luthorian law, the government owns national defense industries which exist alongside privately owned defense industries. As a result, the continued supply of equipment and armaments to the Luthorian Armed Forces appears stable, without cause for concern for potential impediments. The weapons currently in use by the military are slightly dated, but in fine condition.

3. Land, Naval, and Air Power

I. Land Systems

The Royal Army has 357 tanks, which include main battle tanks, light tanks, and tank destroyers, 5,448 armoured fighting vehicles, which include armoured personnel carriers (APCs) and infantry fighting vehicles (IFVs), 69 self-propelled guns (SPGs), 98 towed artillery, and 36 multiple-launch rocket systems (MLRSs).

II. Naval Power

The Royal Navy has 11 frigates, 5 destroyers, 9 submarines, and 16 coastal defence craft.

III. Air Power

"Air Power" includes all fixed-wing and rotary-wing aircraft. The Royal Air Force has 81 fighters/interceptors, 148 fixed-wing attack aircraft, 317 transport aircraft, 300 trainer aircraft, 318 helicopters, and 39 attack helicopters.

4. Cyber Capabilities

Due to government negligence and mismanagement of funding over a long period of time, the Luthorian Armed Forces's cyber capabilities are limited. Being able to defend against and respond to hostile cyber attacks by domestic and foreign, and oftentimes unknown, entities is critical to Luthori's national security.

5. Conclusion

Based upon the findings in this report, we find that the Luthorian Armed Forces are combat-ready and able to defend the homeland against a foreign attack. Though the size of the military has decreased over the past few centuries, we believe the Imperial Army, the Imperial Navy, and the Imperial Air Force are reasonably well-equipped and well-trained. We express concern over the mismanagement of what should be considered a fairly large defence budget. We also express concern over the lack of cyber capabilities to defend vital national interests such as power grids and data systems. We believe that a few changes in policy and greater government focus on defence will greatly improve the state of Luthori's military over the next decade and beyond. This, coupled with a more active and engaging foreign policy, including broadening Luthori's alliance system, will also vastly expand Luthori's ability to project military power throughout Terra, aiding in protecting our national interests both regionally and internationally.

6. Recommendations

We offer a number of recommendations to help improve the state of the Luthorian Armed Forces and have framed the following recommendations in a 10-year period ending in 4304. The state of the Luthorian Armed Forces should be reassessed again at the end of this 10-year period.

We recommend raising the number of active personnel to 150,000 and reserve personnel to 75,000 by the year 4154. We recommend investing in advanced equipment and armaments. We recommend greater accountability and oversight over the Defence Ministry's budget. We recommend using the government's 152,874,688,189 LPD current budget surplus to purchase more land systems, ships, and aircraft. For the Imperial Army, we recommend raising, by the year 4304, the number of tanks to 400, armoured fighting vehicles to 5,800, SPGs to 80, towed artillery to 120, and MLRSs to 45. For the Imperial Navy, we recommend raising the number of frigates to 14, destroyers to 6, submarines to 11, and coastal defence craft to 25. We believe the government should assess whether to commission an aircraft carrier after the 10-year period is over. For the Imperial Air Force, we recommend raising the number of fighters/interceptors to 95, fixed-wing attack aircraft to 170, transport aircraft to 330, trainer aircraft to 325, helicopters to 345, and attack helicopters to 50.

Furthermore, we recommend investing heavily in cyber capabilities, even going as far as to suggest the creation of a cyber command centre to deal specifically with not only defensive capabilities, but offensive capabilities as well.

Also noting that Luthori lacks a proper system of military academies dedicated to training prospective officers of our armed forces, we suggest the creation of the following institutions, which would ideally be funded entirely by the government: the Imperial Military Academy, the Imperial Naval Academy, and the Imperial Air Force Academy. We also encourage the creation of special military academies with high standards for the Imperial Army, the Imperial Navy, and the Imperial Air Force, to ensure non-commissioned officers and infantry-level personnel are properly educated and trained.
