This commission is established by Dr. Jiang Jun, Minister of Education and Culture, to discuss the arguments surrounding the restoration of the Yingdalan monarchy. Additionally, the commission is tasked with determining the role the monarch should play, as well as which clan is elligible to ascend the Dragon Throne. The commission is chaired by the Minister of Education and Culture, with the Grand Chancellor, Ministers of Foreign Affairs, Defense, Finance, Environment and Tourism, and Trade and Industry; and the leaders of each political party represented in the legislature as full members. Leaders of non-represented parties will be considered observers.

Given the current trajectory of Yingdalan society, we firmly believe that a parliamentary constitutional monarchy is the only form of monarchy all of the political parties could reasonably agree to. The monarch should have limited powers, to be used only in emergencies with the consent of the legislature. However, the informal powers, which we see as much more powerful, are the powers to influence through moral action. The monarch will serve as the primary symbol of a moral society. It is said that the Son of Heaven is the primary star and that all other stars surround him, or that he is like the wind, blowing the grass in whichever direction he chooses. It is through this influence that Yingdalan society can become moral and virtuous, without government enforcement. This is our broad view of how the monarchy should run.

As for a clan, it comes as no surprise that we support the quite wrongfully deposed Wu Clan. They are the only existing clan with real ties (OOC: Obviously just posturing.) to the Dragon Throne, as they once occupied it in the not too distant past. Under the He Dynasty, Yingdala reached its zenith in terms of economic and military prosperity, ensuring that the people trusted their government, the people were fed, and that the people were protected. They continue to carry out Jienist rituals, avoid partaking in commerce, focus primarily on agriculture and scholarly works, and, for some who view this as important, have blood ties to various Gao-Showan and Jelbic Clans throughout Terra, including the former ruling clans of Hulstria and Gao-Soto, Dankuk, Jelbania, and Sekowo, as well as the current ruling house of Vanuku. Again, this is our broader argument and will be more happy to get into specifics.

Our thanks to the Honourable member for assembling this commission.

We agree with the general conclusion of the member with regard to the role of the monarch: that is, a constitutional one in which their powers are limited. Moving forward we must all work together and maintain the strong democratic traditions which have developed over the last 100 years, as well as respect the Jienist traditions of our ancestors. In other words, we can not ignore the present out of our respect for the past, just as we cannot ignore the past out of our experience in the present. The role which the member speaks of, specifically that the Son of Heaven will "serve as a primary symbol of a moral society..." is, in our view, the most compelling component of restoration, and necessitates the cause.

It has been our party's view, since the 4270 Lotus Party Convention, that the Wu Clan was indeed deposed wrongfully, as the member put it. However, with respect, it is also our view that by being deposed, this Clan has lost its mandate. That the grip on power be so loose a gentle breeze can topple the Dragon Throne is the very concern that many pro-Republican Indralans espouse with regard to the stability of a monarchic restoration.

This is not to say that the Wu's may never hold the mandate again, nor that their voices should be ignored in this very important conversation. But the view that this Clan is the natural governing Clan of Indrala is disputable at best.

I am glad that we have found common ground with our Lotus Party friends on the nature of the monarchy, which we feel is truly the most important issue.

Minister Chen makes an entirely valid point. The Wus were wrongfully deposed, yet a deposition can still be considered a loss of Heaven's Mandate. Indeed, the Wu Clan lost the Mandate of Heaven. Howvever, there is nothing in the ancient texts to say that once the Mandate of Heaven is lost it can never be regained, which the honourable minister recognizes.

Regardless, we propose the Wus given the arguments above in addition to another, perhaps more important question: who else is there? If the monarch is to be the representative of Jienism and serve as a symbol of morality and virtue, then they must truly do so. That would mean renouncing any sort of commercial activities and relying solely on agriculture as a primary or supplementary form of income (since the state would support the clan). Does such a clan exist?

MessageOOC: This is an OOC proposal/response because I can't really introduce the idea ICly, but here is what I am thinking...The Wus and Suns will be competing for the Dragon Throne through the political parties. However, once the decision to restore the monarchy occurs, the Wu and Sun Clans will both refuse the throne, arguing that they are both too divisive and do not hold the Mandate of Heaven. Instead, they will offer up the chief descendant of Ji Enzi as the proposed monarch, given that Jienism is the dominant philosophy of the nation (I base this off of a book called "A Confucian Constitutional Order," by Jiang Qing, a prominent Confucian scholar in China, which proposes the Sacrificial Official to Confucius - a Republic of China official - become monarch of China because of their connection to Confucius and other unifying qualities). This new clan will be controlled by any player interested in upholding the monarchy.

How will this system work? Well, for example, WuHan would control the monarch Ji A for the duration of Ji A's life. When Ji A dies, Zhong will control monarch Ji B for the duration of Ji B's life. When Ji B dies, Liu Che will control monarch J C and so on and so on. This would not only give players a stake in a monarchy, but help to preserve it long term.

As the Honourable member is surely aware, Jienist writings do not dictate that the mandate can only be held by a noble. Any individual who is strong, virtuous and moral, and who can command the popular support of the people can sit on the Dragon Throne. I agree however; it is difficult to find such an individual at this time. Only time will tell if such an individual exists at this time in Indralan history.

Our party has been given information which we feel that we must pass on to this commission.

Wu Guowen is related, matrilineally, to the Hwangje line of Dankuk. In this way, Mr. Wu is related to the dictator Taeyang-saekki (LP-403) and her National Conservative Party (recently renamed Imperial Conservative Party). Thus, a discussion must be had as to whether Mr. Wu is a candidate both in terms of national security, or the legality of such a claim (R-201, PP-202). I hope on a personal level that we can be given an assurance from Mr. Wu that he supports the government's decision with regard to the tyrannical Taeyang line reached in LP/R-101.

The so-called Hwangje line is a cancer upon any family tree it has managed to latch onto and we will stand opposed to any monarch that carries that bloodline. It was extremely poor judgement by the Wu Clan to have allowed a marriage with the Hwangje; it should have been clear even then that they were pretenders mired in false history and absent of any honor or prestige.

Speaking for myself, I will not support the Wu for a new Indralan dynasty and I'll certainly push to make that the position of my party.

His Imperial Highness Crown Prince Wu Guowen, while indeed a descendant of the Hwangjie family, is a descendant of most Gao-Showan families that ascended to a throne anywhere in Terra. However, His Imperial Highness is clearly not at liberty to give his opinion on a political matter, as it is political, thus divisive. He prefer, I am sure, to leave that to the government and would, of course, follow the will of the people.

We should all note that His Imperial Highness is also descended from the Ryeo as well.
