(OOC: When passed. the name of the country will be Esinsundu Empire, Hawu Mumenhes) Setting: The Vice President's Office at government headquarters in Aqqak, Aqak VICE PRESIDENT TAPHMĒI: Minister Maskini, welcome to my office and thank you for joining me in this meeting. I've asked you to join me in this meeting because President Morrison and I have determined that it's time for a transition to occur within the Head of State office. As Minister of Education and Culture, you have the Constitutional power and duty to oversee the monarchy. Therefore President Morrison requested that I consult with you about the transition. The reason a transition is necessary is that King Chotho was elected 10 years ago in 4353, but the official Head of State title in our country and the national anthem still refer to Queen Hatshepsut. Additionally, the Talmorian government has requested that we announce the passing of Pharaoh Senusret since he has reigned as emperor for more than 100 years. Talmoria has requested that the granddaughter of Queen Hatshepsut and Pharaoh Senusret be named as the new Empress of the Esinsundu Empire. Her name is Empress Aminatu Saksoure IX. Talmoria has requested that the new Empress be based in Talmoria instead of Hawu Mumenhes. This would mean that Hawu Mumenhes would no longer be the capitol of the Esinsundu Empire. However Empress Aminatu would still be Pharaoh of Hawu Mumenhes in addition to Queen of Talmoria and the monarch of any other countries that may join the empire. Traditionally, King Chotho would be expected to enter a symbolic marriage with the new Empress. However, since Empress Aminatu would not live in Hawu Mumenhes, President Morrison and I don't believe it's necessary to have a ritual marriage in this case. Instead the President and I would like to have Empress Aminatu listed as the symbolic and ceremonial Head of State of the country while King Chotho still holds the actual powers of Head of State. Since King Chotho would not be married to the Empress, we would like see him to relinquish the title of King and instead adopt a title like Governor General, Regent, or something of your choosing. This would allow us to remove the monarchy element from the government at least for the next generation. President Morrison and I believe removing the monarchy's role in the government for at least a few decades will be healthy for the country since your party and our party both have factions that are against monarchy for various reasons. The President and I would like to know your views about these changes. Once you and I can reach an agreement, a bill will be submitted to the Gathering to change the official Head of State title and national anthem accordingly. The President has also asked that I consult with you about a related matter. The President and the Minister of Foreign Affairs are considering opening negotiations with Malivia to join the Esinsundu Empire. The President is considering offering to relocate Empress Aminatu to Malivia instead of Talmoria. Talmoria's government is open to the possibility. If successful, it would make Malivia both the capitol and leading country of the empire. Since King Chotho is a member of your party and since you oversee the monarchy as Minister of Culture, the President asked that I consult with you about your views on this possible offer. Finally, in the bill changing the Head of State title and the national anthem, the President would also like the official name of the country to be changed to "Esinsundu Empire, Hawu Mumenhes" to match Talmoria's official name and make our membership in the empire clear to the rest of the world. Old value:: Under the Majesty of Setepensepsey sat Mumenhes Hatshepsut, Queen of ḥꜥȝsu Mnhs, the good ruler, performing benefactions for Her father Mumenhes and all the gods, for She has made what was ruined to endure as a monument for the ages of eternity and She has expelled deceit throughout ḥꜥȝsu Mnhs, and justice was set up so that it might make lying to be an abomination of the land as it was at the founding of this nation. Now when Her Majesty appeared as Queen, the temples of the gods and goddesses from Nekhatw down to the inlet of the Mad Dog Ocean had gone to pieces, fallen into neglect. Their shrines had become desolate, had become mounds overgrown with weeds. Their sanctuaries and chapels were as if they had never been. Their halls were a footpath of trodden roads. The land was topsy-turvy and the gods turned their backs upon this land. If the army was sent afield to extend the borders, no success of theirs came at all. If one prayed to a god to seek counsel from him, he would never come at all. If one made supplication or petition to a goddess similarly, she would never come at all. Now when some days had passed Her Majesty appeared on the throne of Her father. She ruled the banks of Nošep, the Place of Splendor in Aqak and the the Sacred Places of Nakhatw were under Her rule. Every land bowed before Her might. But Her Majesty was in the palace which was in the domain of Mnhs-Ba-Štpśꜣ like Mumenhes in the sky. Then Her Majesty made plans for this land and the daily needs. Then Her Majesty thought in Her heart and searched for something magnificent and useful for Her father Mumenhes. She created the God's holy statue from genuine diamond. She gave this God more than had been done since the beginning. She formed Her father Mumenhes to 700 feet, and His magnificent statue was made of diamond, gold, marble and all kinds of precious stones. Formerly the Majesty of this holy God had been only 625 feet. Her Majesty made monuments for the gods by making their holy statues of genuine diamond of the best of the mines. She recreated their sanctuaries as monuments until the limits of eternity, exquisitely equipped with offerings for all eternity, by endowing them with divine offerings as regular daily sacrifices and endowing them with food from the earth of Terra. She gave more than had been formerly. She surpassed what had been done since the times of Her ancestors. She introduced purified Priests and Prophets of great erudition and wise in the workings of the divine magic, disciplined and solemn when they performed the pleasing ceremonies. She multiplied their altars of gold, silver, bronze and copper and there was no end to all things. She filled their workhouses with workers from the supply of criminals from Hyperion Corporation which Her Majesty had destroyed with fury and vengeance. She increased all the tithes and offerings to the temples doubling, trebling and quadrupling the silver, gold, diamond and all kinds of precious stones, royal linen, colored silks utensils, resin, fat, incense, frankincense, myrrh, without there being a limit to all the good things. Her Majesty, Life Health Prosperity, built ships on the seas from new metals of the best storehouses mounted with diamond and gold of the best mines so that they brighten the heavens in evening. Her Majesty, Life Health Prosperity, assembled great multitudes of workers, male and female singers and dancers, who had been prisoners from Hyperion Corporation in the Queen's prisons. The cost of their labor was charged to the palace and to the treasury of the lord of ḥꜥȝsu Mnhs. Her Majesty had them protected and freed with mercy for the creators, all gods, hoping to satisfy these gods who are protecting the land of ḥꜥȝsu Mnhs by doing what their aboui wish. The gods and goddesses who are in this land, their hearts were full of joy and the lords of the sanctuaries were jubilating. The lands rejoiced and exulted. Laughter was heard throughout the land as beautiful things had happened. The priests and judges in the sanctuaries raised their arms in adoration, while their hands were filled with blessings for all eternity. Thus saith the Governor Chotho Mbube: This is the beginning of the arrangement of the good sayings spoken by the Governor, the elect of man, beloved of Mumenhes, Chotho Mbube, so as to instruct the ignorant in the knowledge of the arguments of the good sayings. It is profitable for him who hears them; it is a loss to him who shall transgress them. He says to the People: Be not arrogant because of that which you know; deal with the ignorant as with the learned; for the barriers of art are not closed, no artist being in possession of the perfection to which he should aspire. For good words are more difficult to find than the emerald, for it is by Hyperion laborers that that is discovered among the rocks of pegmatite. If you have, as leader, to decide on the conduct of a great number of men, seek the most perfect manner of doing so that your own conduct may be without reproach. Justice is great, invariable, and assured; it has not been disturbed since the age of Mumenhes. To throw obstacles in the way of the laws is to open the way before violence. Shall that which is below gain the upper hand, if the unjust does not attain to the place of justice? Even he who says: I take for myself, of my own free-will; but says not: I take by virtue of my authority. The limitations of justice are invariable. Inspire not men with fear, else Mumenhes will fight against you in the same manner. If any one asserts that he lives by such means, Mumenhes will take away the bread from his mouth; if any one asserts that he enriches himself thereby, Mumenhes says: "I may take those riches to myself." If any one asserts that he assaults others, Mumenhes will end by reducing him to impotence. Let no one inspire men with fear; this is the will of Mumenhes. Let one provide sustenance for them in the lap of peace; it will then be that they will freely give what has been torn from them by terror. Do not boast in the house of your neighbors; it is better to make oneself dreaded by one's deeds. As for him who, master of his own way of acting, being all-powerful, seizes the goods of others like a crocodile in the midst even of watchment, his children are an object of malediction, of scorn, and of hatred on account of it, while his father is grievously distressed, and as for the mother who has borne him, happy is another rather than herself. But a man becomes a God when those in his employ have confidence in following him. Be active during the time of your existence. Do not spoil the time of your activity. He is a blameworthy person who makes a bad use of his moments. Do not lose the daily opportunity of increasing that which your house possesses. Activity produces riches, and riches do not endure when it slackens. Lay down rules for yourself from the first: not to absent yourself even when weariness overtakes you. Keep an eye on him who enters announcing that what he asks is secret; what is entrusted to you is above appreciation, and all contrary argument is a matter to be rejected. He is a God who penetrates into a place where no relaxation of the rules is made for the privileged. If you are a leader, setting forward your plans according to that which you decide, perform perfect actions which posterity may remember, without letting the words prevail with you which multiply flattery, which excite pride and produce vanity. If you are a leader of peace, listen to the discourse of the petitioner. Be not abrupt with him; that would trouble him. Say not to him: "You have already recounted this." Indulgence will encourage him to accomplish the object of his coming. As for being abrupt with the complainant because he described what passed when the injury was done, instead of complaining of the injury itself let it not be! The way to obtain a clear explanation is to listen with kindness. Be not of an irritable temper as regards that which happens at your side; grumble not over your own affairs. Be not of an irritable temper in regard to your neighbors; better is a compliment to that which displeases than rudeness. It is wrong to get into a passion with one's neighbors, to be no longer master of one's words. When there is only a little irritation, one creates for oneself an affliction for the time when one will again be cool. Do not repeat any extravagance of language; do not listen to it; it is a thing which has escaped from a hasty mouth. If it is repeated, look, without hearing it, toward the earth; say nothing in regard to it. Cause him who speaks to you to know what is just, even him who provokes to injustice; cause that which is just to be done, cause it to triumph. As for that which is hateful according to the law, condemn it by unveiling it. If you are a wise man, an advisor and counselor to those in authority, direct your thought toward that which is wise. Be silent rather than scatter your words. When you speak, know that which can be brought against you. To speak in the council is an art, and speech is criticized more than any other labor; it is contradiction which puts it to the proof. If you are powerful, respect knowledge and calmness of language. Command only to direct; to be absolute is to run into evil. Let not your heart be haughty, neither let it be mean. Do not let your orders remain unsaid and cause your answers to penetrate; but speak without heat, assume a serious countenance. As for the vivacity of an ardent heart, temper it; the gentle man penetrates all obstacles. He who agitates himself all the day long has not a good moment; and he who amuses himself all the day long keeps not his fortune. Aim at fullness like pilots; once one is seated another works, and seeks to obey one's orders. Disturb not a great man; weaken not the attention of him who is occupied. His care is to embrace his task, and he strips his person through the love which he puts into it. That transports men to Mumenhes, even the love for the work which they accomplish. Compose then your face even in trouble, that peace may be with you, when agitation is with others. Followers of this precept are the people who succeed in what they desire. If you are deputed to watch over the public tranquillity, execute your commission without knowing its meaning, and speak with firmness. Substitute not for that which the lawgiver has said what you believe to be his intention; the great use words as it suits them. Your part is to transmit rather than to comment upon. If you have become great after having been little, if you have become rich after having been poor, know how not to take advantage of the fact that you have reached the first rank, harden not your heart because of your elevation; you are become only the administrator, the prefect, of the provisions which belong to Mumenhes. Put not behind you the neighbor who is like you; be unto him as a companion. If you hear those things which I have said to you, your wisdom will be fully advanced. Although they are the means which are suitable for arriving at the Taphmēi, and it is that which makes them precious, their memory would recede from the mouth of men. But thanks to the beauty of their arrangement in rhythm all their words will now be carried without alteration over Terra eternally. That will create a canvass to be embellished, whereof the great will speak, in order to instruct men in its sayings. After having listened to them the pupil will become a master, even he who shall have great wealth listened to the sayings because he shall have heard them. Let him win success by placing himself in the first rank; that is for him a position perfect and durable, and he has nothing further to desire forever. By knowledge his path is assured, and he is made happy by it in Terra. The wise man is satiated by knowledge; he is a great man through his own merits. His tongue is in accord with his mind; just are his lips when he speaks, his eyes when he gazes, his ears when he hears. The advantage of the student is to do that which is just without deceiving himself. To attend therefore profits the student of him who has attended. To attend is the result of the fact that one has attended. A teachable auditor is formed, because I have attended. Good when he has attended, good when he speaks, he who has attended has profited, and it is profitable to attend to him who has attended. To attend is worth more than anything else, for it produces love, the good thing that is twice good. They who accept the instruction of the teacher will grow old on that account. What Mumenhus loves is that one should attend; if one attends not, it is abhorrent to Mumenhes. The heart makes itself its own master when it attends and when it does not attend; but if it attends, then the heart is a beneficent master. In attending to instruction, a man loves what he attends to, and to do that which is prescribed is pleasant. When a student attends to his instructor, it is a twofold joy for both; when wise things are prescribed to him, the student is gentle toward his teacher. Attending to him who has attended when such things have been prescribed to him, he engraves upon his heart that which is approved by his instructor; and the recollection of it is preserved in the mouth of the living who exist upon Terra. It is finished, from its beginning to its end, according to that which is found in writing. |

Message | Vice President Taphmēi, thank you for calling me here. I think it is due time that we have the official Head of State title and national anthem refer to King Chotho. We should most definitely announce his passing, he was our Pharaoh. I do support for Miss Saksoure to become Empress. I don't exactly like Talmorias request to move the Imperial capital to Talmoria, I understand it. Hawu Mumenhes has recently been divided between those who support the monarchy and those who want to transition to a republic. Talmoria, on the other hand, is more unanimous in supporting the monarchy. I do support us having this republic-esque form of government. Like I said, Hawu Mumenhes has become more divided between monarchist and republicans as of these last decades. This will give the undecided a feel of what it would be like under a republic. Just to clarify, all factions of my party support the establishment of a republics. Even our "monarchist" faction, which only supports it if the people support it as well. I do thing that Governor General would be a good title for the new head of state. I don't think that making Malivia the capital is a wise decision. It would be like naming a newly settled land the capital of a nation that already has plenty of cities that are more fitting. I would prefer that it be changed to something else like Esinsundu Dominion of Hawu Mumenhes. Including "empire" may anger our republican population. With dominion, we can still make it clear we are a part of the Esinsundu Empire and that we function more as a republic internally at the same time. |

Message | VICE PRESIDENT TAPHMĒI: Minister Maskini, I have forwarded your comments on these matters to the President who has assured me he will take them under careful advisement, especially regarding possible negotiations with the Malivian government. Unfortunately regarding the official name of the country however, the President was not willing to support the name "Esinsundu Dominion" on account of its colonial connotations. The President emphasized to me that "Esinsundu Empire, Hawu Mumenhes" is the historical and traditional name of the country whenever it has been part of the Empire, and that the most critical concern is that our official name should match that of other members of the Empire so that foreigners viewing the Nations of the World register (http://classic.particracy.net/viewnations.php) know immediately at a glance that our beloved land is joined with our Imperial allies in the Empress's Majesty. The President is open to discussing these matters further following the election, but feels that a bill should be brought to vote immediately so that an update of some kind can be in place before the election.
