That the Beluzian RP Code 4314 is transferred to a new document entitled "RP: Standing Orders" with full credit to the original proposer. 2. That the old document be deleted from the records. 3. That the words "Speaker 4" be changed to "Section 4" 4. That line Speaker 4, article 3) now reads "Any party with seats in the National Congress is eligible for the role of Speaker. Mr Speaker, I also propose the following amendments to RP/OOC: Speaker Election Rules Act 4223 also covered by the Beluzian RP Code 4314. Article 1. The Speaker of the National Congress of Beluzia shall be the head of the Congress, responsible for keeping order during debates, ensuring decorum between MCs, ensuring standing orders are adhered to and ensuring all political positions are filled correctly. Article 2 A speaker holds the position for the duration of the parliamentary term until elections are called wherein his position becomes vacant. Article 3. Following an election the Party with the fewest seats in Congress is offered the role of Speaker first. Article 4. In the event of a tie between parties with the fewest seats the job will be offered to the newest party first. Mr Speaker, these proposals aim to streamline the very important guidelines that Congress is governed by and it seeks to place an active participant, quickly and easily, in the role of Speaker to be the custodian of those rules.
