Members of the Presidium,

The military forces of Lodamun are the protectors of our freedom. Our air forces protect the skies, our army our lands and the naval forces our shores and waters. To do this efficiently and effectively our troops need to best possible equipment. For years our army hasn't modernized, the equipment our army has will soon be outdated. For this the Ministry of Defence will propose the following.

The current budget of the Lodamun army is around 10,5 billion LOD, the Ministry of Defence thinks that with clever spending we can renew the equipment of our army. For this the Ministry of Defense asks the Presidium for approval of the following budget.

Lodamun Army - 4,000,000,000 LOD
Lodamun Naval Forces - 2,000,000,000 LOD
Lodamun Air Forces - 2,000,000,000 LOD
Army Modernization Fund - 2,500,000,000 LOD

The 2.5 Billion LOD will be reserved each year to put in the Army Modernization Fund. With the money saved in this fund the Lodamun Armed Forces can invest in the modernization of our army. The Ministry of Defence wants to renew the fleet of the Lodamun Navy in the comming 5 years. Our current ships are at the end of their life span. For this the Ministry of Defence asks the Presidium for the approval of the development of the Golavia-class destroyer (RL equivalent Type 45 Destroyer). This vessel as of yet only exists on paper and is supposed to be the most modern destroyer in Terra. The Ministry of Defence wants to develop and purchase two of these vessels. Along with these new destroyers the Ministry of Defence wants to purchase three Kregon-class frigates (RL equivalent Karel Doorman-class frigate).

The cost will be as follows:
Futher development of the Golavia-Class: 250,000,000 LOD
Two Golavia-class Destroyers: 2,500,000,000 LOD
Three Kregon-class frigates: 3,000,000,000 LOD

The total cost will be 5,750,000,000 LOD over 4 years. If the Presidium approves the budget the Ministry of Defence will reserve 10,000,000,000 LOD over those 4 years. The timeline of the purchases will be as follows

Considering this does not entail an increase in the military budget and the deteriorating state of our navy (having relatively recently lost a frigate in excercises of the coast, we are willing to support the modernisation of our armed forces. There are however, a couple of conditions upon which our support relies.

Firstly, we consider the naming of vessels after divisive political figures ill-chosen. We would propose a renaming of the Devis-class to the Golavia class, after the port city in the province with the same name.
Secondly, we would like to see a committee appointed of different parties to oversee the spending of such a large amount of money. Our proposal would be to have each party send one representative to this committee to ensure broad support.

MessageMr. Speaker,

The Ministry of Defence viewed it as a token of honor to President Devis, we do not share the view of the LP that President Devis was a divisive political figure. We do not wish to impede this process over a name of a ship class. For this we updated the proposal of the Ministry of Defence and renamed the vessel to Golavia-class. Something my party wouldn't mind either, since the LLP enjoys strong support in Golavia. But all jokes aside, the Ministry of Defence doesn't view it necessery for a committee to oversee the spending, but we will support it if that is the wish of the other parties in the Presidium.
