Yukimuran Law on International Treaties Senators, With the negotiations in Kalistan regarding the future establishment of a Non-Aligned Movement (http://forum.particracy.net/viewtopic.php?f=14&t=8078), in which Selucia's interests and independence from hegemonic geopolitics will be guaranteed, we propose the withdrawal from several international treaties that bind us to the military and economic interests of the great powers and their allies. This withdrawal will not constitute a severance of diplomatic relations or ties of friendship, but rather an affirmation of our independence and ensuring our ability to forge our own path in international affairs. For this reason we propose our withdrawal from the following international agreements: I. Selucian and Zardugal friendship treaty That treaty is defunct, as Zardugal is no longer a party of that treaty. II. Treaty of friendship and cooperation between the Repubblica Istaliana and the Regnum de Selucia Istalia is a Great Power, and it is in our national interest to be independent from their interests. This treaty binds us militarily and economically to Istalia, which is counter to the likely membership criteria of the Non-Aligned Movement. Additionally, this treaty requires us to financially support their diplomatic and military staff on foreign soil, in other words requiring us to pay for Istalian imperialism. We harbor no ill will against the Istalian Republic, but we should not be required to finance their military interests, nor should they be required to finance ours. As required under the treaty, we are to inform the Istalian Government of our intention of withdrawing from this treaty two months in advance. The Selucian ambassador in Istalia shall be instructed to pass this information to the government of Istalia. III. Diplomatic Treaty between Cildania and Selucia and Selucian-Cildanian Mutual Cooperation Accord These treaties bind us in a collective security arrangement with our next door neighbor. While not necessarily excluded by the provisions of the Non-Aligned Movement, we find that this type of ties with an increasingly assertive and aggressive state is against our national interests. IV. Majatra Anti-Slavery Accord This treaty is largely defunct and unnecessary. The Union of Majatran Nations has effectively ceased to exist as an international entity, therefore it is not able to enforce the requirements of this treaty. With membership limited to only three states, this treaty is effectively dead letter. V. Union of Majatran Nations This organization is practically defunct. It was superseded by the Majatran Alliance and Common Economic Area, from which Selucia withdrew. It is unnecessary for us to be part of an organization that does not exist, and it may impede our efforts to join the Non-Aligned Movement. VI. The International Majatran Trade Agreement (IMTA) This treaty establishes a common economic area, which is against our economic interests and the values of the Non-Aligned Movement. Message | While we would support the withdrawal from obsolete treaties, there is no sense on arguing a withdrawal from the IMTA claiming that "we can stablish bilateral relationships with Majatran nations" while also asking for withdrawals from the Cildanian and Istalian treaties. Message | Senators, We are not opposed to renegotiating new bilateral agreements between our nation and Istalia or Cildania. Our objections are regarding the contents of the treaties we have already signed. The Selucian-Cildanian Mutual Cooperation Accord requires us to come to Cildania's military aid, making us treaty-bound to participate in a war that may not be in our interests and circumventing the requirement that the People, as the ones to fight and die in any war, be the ones to take that decision. The Diplomatic Treaty between Cildania and Selucia is even worse: it openly and explicitly requires us to support Cildania in her wars of aggression. This is as imperialist as a treaty can possibly be, and we see no reason for our continued membership in a treaty pledging the lives of our soldiers in a foreign nation's imperialist wars. The Treaty of Friendship with Istalia is also dangerous to our independence and neutrality. Istalia, as is well known, is a Great Power, and great care must be taken in all dealings with such nations lest we unwittingly find ourselves endorsing their hegemonic claims. This treaty in particular binds us to support their military staff on foreign soil, which effectively requires us to pay their wars. While not as dangerous as our treaties with Cildania, this treaty nonetheless constitutes a tacit approval for Istalian imperialism, which is detrimental to the values and interests of the Republic.
