Message | Mr Speaker, This proposal is doomed to fail. In order for it to pass it must have a majority of all seats, including the vacant ones, vote in favour. The 3 parties in this proposal do not form a majority and it would not be right for a coalition that less than half of Hutorian voters voted for, running the country. Message | Mr Speaker, This Proposal is NOT doomed to fail. "In order for it to pass, it must have a majority of all seats, including the vacant ones, vote in favour".We know this. This is being FIXED. There will be a solution when we add the needed 4TH party. At that point, it will form a majority that will be fair and right because at that point the proposed cabinet will be one that much more than half of the Hutorian people voted for. |

Message | OOC: What do you mean exactly by "In order for it to pass it must have a majority of all seats, including the vacant ones, vote in favor."? Do you mean it is immoral to do so or it technically impossible to do so? Because I can assure you it very possible to form a cabinet with only a majority of seats without counting the vacant one. I have record of this happening before, in 4154 I passed a cabinet with only 261 votes while there was 600 seats in the senate just because there was 80 vacant seats (http://classic.particracy.net/viewbill.php?billid=501951) |

Message | OOC: In my 200 years in this country I have witnessed multiple cabinets fail with all the parties involved voting yes. They failed because there were vacancies and even though they had a majority of filled seats, they didnt have a majority of all seats. |
