Article 1)

This bill allows for the Hutorian government and the private sector to establish gated communities.

Article 2)

In the case of government administered communities they may only be setup for one of two reasons. In order to provide a secure community for researchers and their families to live to prevent the loss of classified state secrets. And to provide a safe, secure and low cost communities for members of our Armed Services and their families.

Article 3)

The qualifications for acceptance into government communities is predicated on holding the proper security clearance in the case of the researchers. In the case of military housing one must be a serviceman or woman or an immediate relative of a serviceman or women to qualify. Whereas an immediate relative is defined as a dependent or spouse of the serviceman or woman.

Article 4)

The private sector may setup gated communities but, may not base entrance into said community on race, religion, gender, or political beliefs.

Article 5)

Government administered communities are to be run by the Ministry of Infrastructure and Transportation and the Ministry of Defense.
