Believing that the use of Biological and Chemical Weapons is highly immoral. Recognizing that the development, construction, and storage of such weapons has the potential to be abused. And also recognizing the necessity of defensive technologies to safeguard our future against such weapons we propose the following. Article 1) Hutori shall never engage in the construction or development of any chemical or biological weapon. Article 2) Research shall be limited to defensive technologies with the express purpose of defending against such weaponry. Article 3) Such defensive research will be administrated by a joint task force comprised of the Defense Ministry, the Ministry of Health and Social Services, and the Ministry of Science & Technology. |
