(This bill was proposed by the minister of Health and Social Services Britany Owen) It is the responsibility of the government to ensure that no one is getting exploit or fraud by their landlord. By putting a decent cap on renting we can ensure that the house renting is done ethically at a fair price without destroying our housing economy. Provision; Article 1.1) Upon the passage of this bill, the ministry of Health and Social Services shall have the responsibility to put a cap on housing rent. Article 1.2) If the cap on housing rent is deemed to be unfair to the renters or to the to the tenants, the House of Parliament shall have the right the annulate the cap, forcing the ministry of Health and Social Services to put a different one. |

Message | Mr. Speaker, While we laud the NPP's goals of affordable housing. The fact of the matter is that rent control or the ability of government to impose rent caps are antithetical to affordable and fair housing. If we impose government regulation upon the housing market especially caps we also impose artificial scarcity. It's simple economics, if demand and thus prices are high then developers will be incentivized to build more housing thus reducing prices due to the increased supply. However, if we put a cap on the amount that can be charged for rent, then we remove the incentives for developers to build new projects and to maintain existing housing. Applying a housing cap will only exacerbate the plight of those the NPP wishes to protect by increasing the difficulty of finding housing, by reducing the quality of existing properties and by disincentivizing new housing development. This is also one of the least controversial issues in all of economics, economists on both sides, right and left agree that rent control is a losing proposition for everyone involved. It is thus that I must urge Ms. Owen and her party to reconsider their positions on this matter and to the rest of my colleagues I urge you to stand with me in voting no on this proposition that will negatively affect everyone.
