Message | Mr. Speaker, We cannot provide carte blanche spending on foreign aid. What are we currently spending? Where are those funds currently allocated? Where will we get these additional funds? Where will they be allocated? There are so many questions that this proposal as written does not answer. We most definitely support the assistance of nations who are struggling. However, we want to know how our money is being spent so that we can be sure that it is being used effectively. We will not support short term band-aids, we want long term solutions for these impoverished nations. We will support an increase in foreign aid on three conditions: 1) That the increase is clearly outlined. This includes where the money is to come from and where it will be allocated. 2) That requirements for a nation to receive aid are clearly defined. 3) That the funding be for long-term solutions not short term stop gap measures.
