Bill: Increasing Ikradonian Democracy
Details
Submitted by[?]: Communist Party of Ikradon
Status[?]: defeated
Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.
Voting deadline: May 2066
Description[?]:
Currently, the electoral system of Ikradon allows a slight advantage for larger regions over smaller regions, when it comes to the number of mandates each region has in parliament. Obviously, this cannot continue. It will alienate the smaller regions and increase the sentiment that they are 'occupied territories under a centralized capital.' We propose to give a slight advantage to the smaller regions. Thus making their petition to government better heard (and their feelings of 'oppression' (for lack of a better word) lessen.) |
Proposals
Article 1
Proposal[?] to change The method used to determine the number of seats each region receives in the national legislature.
Old value:: A proportional algorithm that gives a very small advantage to larger regions.
Current: A pseudo-proportional algorithm that gives considerable advantage to smaller regions.
Proposed: A pseudo-proportional algorithm that gives considerable advantage to smaller regions.

Message | We are currently undecided on the matter. We feel that there is reason to change the current legislation, but are inclined to believe that equal representation would be a better way of doing it. We'll need convincing. |

Message | Basically, I'm modelling it after the European Union's Qualified Majority Voting system (the same idea basically.) Little countries will have slightly more influence, because, due to the nature of their size it, they my might be so small as that an entire population could be flaunted if not there was some aid given to them. I just find it more democratic. Instead of having next to know influence, their sway will leave a mark. But if more people agree with equal representation I guess I could change it. (that is possible right?) |

Message | There has been discussion about this in the past. I studied the different alternatives and with our population numbers the "very small advantage to larger regions" is nonexistant. The lastest elections were the only ones where I noticed any advantage to any direction, when 24.47% of our population Mekarali selected 25% of representatives in the parliament, and with 14.35% Ghorva selected 14%. So, all in all, our party feels the current system is the the best one under the current population numbers of our regions. |

Message | And now I realised 24,47% actually rounds up to 25% anyway, so it wasn't an an unfair advantage to them. The small differences come solely from rounding the numbers up or down. |

Message | 24,47% doesn't round up to 25%. Well it depends on your rounding method actually. God I hate the fact that I've studied accounting theory. |

Message | After careful consideration the ISA have decided that we would support this bill. |

Message | 24,47 does round up to 25. At least with all the methods I've studied. .47 rounds to .5, and 24.5 rounds to 25. In any case, the current system is the most fair one for all parties. |

Message | 24.47 rounds down to 24. You do not round position by position. Anything .49999999... is below the half-way mark and rounds down. As for the bill, the PEP's in support. |

Message | Believe it or not, we do round things position by position. |

Message | Regardless of the above, this bill would not increase democracy, it would decrease it by giving an unfair advantage to smaller regions and create a system that would a lot less fair than the current one. |

Message | The current one gives an advantage the larger reasons. The new system would give the small reasons more of a veto-right. I think that is intrinsically more democratic. And as pointed out above, it has been the basic premise of the division of votes among the EU states (the Qualified Majority Voting.) |

Message | That would make your rounding very very bad and impractical. Google up rounding rules on the internet and you'll find any number of pages that instruct you to do it only for the digit before the position to which you wish to round. *shakes head* I hate bad mathematical practices, especially when they don't make any sense. |

Message | That's still the way we were teached to do it at school, as odd as it might sound. |
