MessageOOC : I created the Article 49.3, inspired from the French Fifth Republic's Constitution and Actually, I passed the HSA, but I have not really need to do that, because I can just pass many Executive,Decrees, but for that, I prefered to do that and if this doesn't pass, I will just drafted Executive Decrees
