This bill aims to reintroduce and expand on the 4410 bill "Gagaku Protection Act" (http://classic.particracy.net/viewbill.php?billid=572731) by proposing the following: -Local governments will receive funding to create a network of music schools that teach Gagaku to students -Government will subsidize the costs for low-income students -The central government will together with the local governments create the Gagaku Annual Music Festival, to be celebrated in a different city each year -Government will support Gagaku musicians with some funds to stay in activity -Central government will support and promote, with funding, initiatives by local government to teach Gagaku, including its history, in regular schools -A foundation on the preservation and promotion of this musical genre will be created, titled The Gagaku International Foundation, which will have the mission of promoting cultural exchange with other countries, organizing events centered on Gagaku all over the world, specially near the diaspora, and creating initiatives abroad, together with the embassies and other countries' political institutions, to teach Gagaku to anyone interested, including young people with Sekowan origin |

Message | Our history is our past, our present and our future. Our culture is what our history gave us, is giving us and will keep on giving us. The power rests in us to protect, preserve and promote our cultural traditions, which are so valuable to our country and to our people. With this bill we aim to move tradition into the present and the future, by protecting and promoting one of our biggest cultural legacies: the Gagaku musical style. Created by Kunihito natives around 3750, this musical style has suffered through times. Nowadays few people, mostly older, are aware of what it means and what it involves. We have let our cultural traditions slip past us. We need to make sure culture stays with us not only for today but also for tomorrow. As such we want to expand the ways in which we support this millenial musical genre. We will let debate flourish before moving into the voting phase.
