(This bill was proposed by the Minsiter of Defence Alistair Harper)
The government should be more directly involved in the production of our military equipment. Right now, we are way too dependent on private companies to supply us with equipment This is a serious problem as it impaired our flexibility and make us dependent on the conditions that are set by the companies we work with. By controlling some defence industry, we ensure a better level of control over the production of our equipment.

Provision;

Article 1)Upon the passage of this bill, the ministry of Defence shall have the mandate to institute a network of public defense industry that will provide some of the vital equipment needed by our military

We would like to ask that this bill be tabled until there is more representation in this chamber to truly represent the will of Hutori. Frankly, we feel that Minister Harper may either be misinformed or is intentionally trying to misinform the public because his characterization of this bill does not match up with what it actually does.

Minister Harper, you imply that Hutori is wasting "resources on unnecessary or inefficient project[s]" could you pleaae elaborate on what resources we may be wasting on the defense industry when we currently provide zero in subsidies to the defense industry?

This is not the first time in history this particular scheme was presented and each time the National Progress Party was unable to answer all questions in regards to the issue with the total nationalization of the defense industries.

We echo the comments from the Leader of the Labour Party and urge the Minister of National Defence and the NPP as a whole to hold off voting on this Bill until questions and logistics can even be remotely worked out.

MessageMr. Speaker,

We understand the concerns of the Leader of the Labour Party. My original explanation when it comes to the description of this bill might have been unclear. It's true that we don't subsidies defense industries directly. But funding from the hutorian government still goes to defence industries as we are the near sole buyer of those industries. As the primary client of defence companies, we still have to work closely with them to achieve different millitary project. This creates a situation where in many case, we become dependent on these companies for achieving our objective in terms of military equipments.
We are dependent on the conditions that are set by defence companies, which is less than ideal. That's the reason why we would like to see the government get more involved in the production of defence equipment.

Nonetheless, we understand the concerns of our colleagues.As I understand this is a critical issue, I accept their proposal to wait until the next election before we resolve it. We can always discuss this matter further to try to find a compromise.

MessageMr. Speaker,

Currently as it stands the party is divided on whether or not to support the bill. Therefore we are grateful that the bill is being tabled until after the next election to provide adequate time for our caucus to establish a policy on this matter.

My concerns are that, while we support the nationalisation of TOC's, that was due to the monopolistic nature of the industry. The defence industry, with its competitiveness, can produce increased military equipment quality and innovation as companies compete for contracts. However, on the other side, it does lead us dependent upon the conditions set by the companies, as the Minister of Defence has already outlined. I fear that we may end up nationalising too many industries if we continue on the path we are going, while others in the party have raised points of concern over our sovereignty.

Hence, I shall leave the thoughts of the Caucus here in this chamber to linger, and we will revisit this after the election in a few months time.

MessageMr. Speaker,

We have made some modification to this bill so that it would be more moderate. We believe this is an adequate compromise. We will increase the presence of the Federal Government in the production of military equipment while still working with the private sector. This way we can increase the sovereignty of Hutori and make it less dependent on the conditions imposed by private companies while still benefiting from the innovation that brought by the private sector.
