(This bill was proposed by the minister of Food and Agriculture Amilia Scott)
The amount of fish that are being caught by the fishing industry of one province is matter that affect all surrounding provinces. Fish do not know borders. If, let's say, Roccato overfish the sea surrounding the border, it while affect the fishing industry of Falristan and Kenai. This is why the Fishing quotas must be control by the national governement and not by local governement.


Provision;
Article 1) Upon the passage of this bill, the ministry of Food and Agriculture will be responsible for setting fishing quotas all arounds the hutorian border and in bodies of water which extend in the territory of at least two hutorian province.
Article 2) Upon the passage of this bill, the governement of each hutorian province will be responsible for determining the fishing quotas of all bodies of water inside their territory that do not not extend in the territory of another hutorian province.

MessageMr. Speaker, first I wish to start by recognising that the Minister is seeking compromise and middle ground on the issue of fishing regulation. I applaud him for doing so.

Yet, the same argument about fish knowing no borders would apply to our neighbouring countries, yet I expect most of us to agree that we would not advocate for fishing regulation to be abstracted away past the sovereign power of our Commonwealth.

While we rightfully recognise the issue, it is not to say that the Provinces operate in silos of one another. They can and should cooperate on a range of issues, one of which in our view is fishing quotas regulation.

Mr Speaker,

I once again fail to acknowledge why the Liberal Party entered government with the NPP. They have no shared political views whatsoever and cannot even agree on matters as simple as fishing. Their decision to prop up the communists, I mean socialists, is nothing more than a pointless power grab that is crippling Hutorian society. We need a government of stability and these parties governing together cannot provide that. Here they are squabbling over matters as simple as fishing. Meanwhile we have various other pressing issues that urgently need addressed. If these parties cannot come together then we should consider filing a motion of no-confidence as a new election is required.

The status quo was perfectly fine. Local governments are best placed to decide such issues, if they merit any governmental intervention at all. Why does the NPP continue to try to centralise all power in the hands of the central government. I say, its in their communist manifesto, that they seek to install a dictatorship of the proletariat. God help us all, a party that claims to possess liberal principles continues to prop them up.

MessageMr. Speaker, if the Tories so wish, they can at any time test the confidence of this House of Parliament in the Cabinet, and I can assure the members opposite that the NPP-Lib coalition is as strong as it has ever been.

As regards to the Liberal Party's leadership decisions, and our coalition agreements, those will be judged by the electorate at the time of the next election.

MessageMr. Speaker,

I would respectfully disagree with our colleagues from the Liberal party, we can't equate that bill to removing the sovereignty of Hutori when it comes to fishing. We also disagree that this is government overreach. Not so long ago, the Federal Government was empowered to regulate fishing under the same regulation and no one complaints that we living under a fishing dictatorship.

Our point is, and will always be, is that a matter that concerns all hutorian should be in the hands of the Federal government. Since, as we point out, the fishing regulation of one province can affect the availability of fish in the future for all other provinces, this matter concern all hutorian. Therefore, it should regulated by the Federal government.

Now concerning the comments about our current coalition. Its normal that within a government coalition, we sometimes get disagreements.
But I can tell you that our coalition is as strong as ever and I am very please to work with all the liberal ministers of our government.
