MessageMadam Speaker, industrial hemps grow cannabis for industrial and medical use. Given the big impact this has on local communities, it is most sensible to devolve this matter to local governments.

We have thought long and hard about devolving this matter to the provinces but we will be regrettably voting against this piece of legislation. We are not of the view that this is a government matter. Let local communities police themselves. However, we do hope to work with the liberals again in the future.
