Implement a full parliamentary democratic system. Article 1.1: The Head of State shall be a single person to fill the role in only a symbolic capacity, no public funds or government funds would be allocated for the performing of this role, and the role carries no special status or privileges to the holder, other than access to the parliamentary precinct to observe legislative proceedings. Article 1.2: No family members of the Head of State would be eligible for special status, and the Head of State is appointed by the governing party for only the term in which that party is in power, and is not hereditary. All new governments would be required to appoint a new Head of State, or they can renew the appointment of a previous selection. |

Message | Madam Speaker, we have a parliamentary republic with a figurehead President. Combined, Article 1 & 2 will make an elected Prime Minister, which is an odd system. The Liberal Party is opposed to Article 2 and 3. However, we remain open to the idea of combining the roles of the Head of State and Government. Will the Reform Party kindly provide their argumentation for wanting such a change? |

Message | Madam Speaker, we thank the Liberals for their comments. We believe article 1 and 2 together makes sense. A figurehead leader is not necessary, and wastes taxpayer dollars for no material gain for the nation. We feel it would be best to do away with a useless and symbolic President and have a fully elected government structure with an elected Prime Minister leading it, to ensure full accountability. The actual name of the legislative assembly in article 3 is not a major issue and we would remove that, but we were seeking a name that better represents the common people rather than a name usually associated with appointed, unelected and unaccountable officials. |

Message | Madam Speaker, likewise thanks to the Reform Party for the explanation. Quite often in recent Hutori history, we have had a situation in which the President is of a different party than that of the coalition government of the day. The current situation also matches that phenomenon. Would it not be strange if, given the situation, the Prime Minister elected under this proposal would be from the National Progress Party, and yet his Cabinet Ministers will be Conservatives and Reformists? |

Message | Madam Speaker, we agree with that. In looking at it again I think the best way is to move back to a monarchy like system, but with the head of state being merely symbolic and getting no public funds (OOC: Not like the situation they have in the UK which, without disrespect, is pretty much a taxpayer funded reality TV show). I have amended this bill to do this. |

Message | Madam Speaker, once again I thank the Reformists for their eagerness to debate these matters. Hutori had a monarchy, which was not-so-long ago abolished by a broad consensus. To re-instate the monarchy again would be in our view not only damaging to the consistency and reputation of Hutori, but also wrong. We are willing to discuss, and likely support, a strong Presidential republic, but not a monarchy. |

Message | Madam Speaker, we also thank the Liberals for their input. However, we do not plan to fully re-instate the monarchy, which is in keeping with what has been decided in the past, but simply implement a person that is merely a symbol to fill the position, they would have no 'royal family' or any thing like that, which would remain abolished. This would be one single person that would have to keep a regular day job as well to get paid, not live off taxpayer dollars. Then this would allow us to have a fully elected legislature with an elected head of government that is accountable and has the final say, and avoid the scenario we have now where the head of state is a different party from the head of government and has no representation at all in cabinet. |
