This text was proposed by the Secretary of State for Defence, which aims to receive the authorization of Parliament to the Government so that it can order military equipment in numbers to private contractors.

Be it enacted by the Imperial Diet, the following:

Article 1: Her Majesty's Government seeks to receive the support and concentement of Parliament to be able to order new military materials for the armed forces of land and sea.

Article 1, paragraph 1: After consultations with senior military officers, it was decided that the Imperial Army and the Imperial Navy will receive several billion pounds of military equipment of all kinds. Article 1, paragraph 2: The government will endeavour to purchase weapons from arms-producing groups in Luthori.
Article 1, paragraph 3: The Government to decide to purchase from the SV Group such equipment:
- 65 tanks of type Challenger 2, for a price of 274.105.000 £, to create around it new armored division.
- 25 Armoured Fighting Meyers type vehicle, priced at £50,150,000
- 15 Infantry Fighting Batters, for a price of £15,250,150
- 30 Protected Mobility Flameguard vehicle, priced at £75,650,000
Article 1, paragraph 4: The government has decided to buy from the Reynolds Defence Corporation, these equipments:
- 50 Type A84 artillery battery for £46,254,000
- 65 Matthews Rocket System, priced at £15,485,200
Article 1, paragraph 5, the Government has decided to buy from StarWeap these equipments:
- 15 Royal Armoured Vehicle, at a cost of £12,565,000
- 20 Titan Armoured Vehicle at a cost of £10,256,500
- 15 Mitchells Armoured Digger, at a cost of £11,258,000
- Article 1, paragraph 6, the Government has decided to buy a new set of ships which can be delivered completely within 20 to 30 years.
- 10 Type-25 Destoyers, at a cost of 450,250,260
- 15 Type-23 Frigates, at a cost of £654,250,000
- 7 Empress-class submarines, at a cost of £2,700,050,000
- 20 Archer-class patrol vessel, at a cost of £154,025,365
- 10 River-class patrol vessel, at a cost of £65,200,000
- 5 Royal-class landing platform dock, at a cost of £100,259,000

Article 2: Her Majesty's Government seeks to receive the support and understanding of Parliament to set up, in agreement with the military authorities, a new recruitment campaign for the armed forces.

- Article 2, paragraph 1: The Government, after consulting with the main generals of the armed forces, came to the conclusion that the armed forces lacked men and women volunteers and those even with conscription, the big problem is that the length of conscription was never really established by law, and many people use this legal problem to not perform their military service.
- Article 2, paragraph 2: The Government, with the passage of this law, seeks to define conscription as the compulsory registration of persons between 18 and 25 years, men or women, in the imperial armed forces for a period of 18 months (1 year and 6 months).
- Article 2, paragraph 3: The persons who will be affected by this change are the persons who were born in or after 5324, any person being born after this period and having completed his higher education (if he/she does) must serve in the armed forces at the end of his studies.
- Article 2, paragraph 4: Any person born before 5324 will have the choice to continue a career in the civilian or to voluntarily join the armed forces.
- Article 2, paragraph 5: The government will set up on most national television and radio channels that are appointed as intended for the "all public" by the judging bodies of television programs. A 1-2 minute pub spot, funded entirely by the state, will encourage those who wish to join the Imperial Armed Forces now.

Article 3: Her Majesty’s Government seeks the support and understanding of Parliament to implement a profound reform, with the help and expertise of the competent military leaders on the subject, of the Imperial Luthorian Navy.

With this article, the Imperial Luthorian Navy will be divided into several commands that will lead several fleets of war, this reform will make Luthori divide the world into 4 naval military commands, Home Command, which will lead a Lutheran coastal defense fleet, Northern Command, which will lead fleets with missions in the seas north of Luthori. Southern Command, which will take care of fleets with missions to the southwest (predominant in the South Ocean and Majatran Sea) and Eastern Command, which will take care of the management of fleets located on the Anantonese Ocean.

This will also see the deployment of the current fleets and the establishment of three fleets called, provisional, Northern Fleet, under the command of Northern Command, which will be composed of the current 1st, 2nd and 3rd Fleets, 4th and 5th fleets will form the Eastern Fleet, under the command of Eastern Command and 6th and 7th Fleets will form the Southern Fleet, under the command of Southern Command.

The submarines and support ships will see the establishment of a new command separate from the three fleets, to intervene mainly as support of the other commands, the submarines will be gathered in the Submarine Command and the support ships, under Support Command.

The Course of Freedom expresses deep disappointment in the ongoing decisions made by the consecutive third CDU-UL Ministry. Rather than investing in new military expenses, our priority should be aiding families enduring extreme poverty due to your ultra-liberal policies. Moreover, introducing an 18-month conscription period not only impacts our economy and amplifies our debt burden, but also places young men at the mercy of potentially unscrupulous military commanders.

So-called "conscription" is only and only fascism under the guise of "national service", we can maybe somewhat agree with a civilian national service but CDU goes too far and wants calling young men to so called "conscription"... wait, 18 months?? What, you should be making a joke! These self-proclaimed "liberal"s, however, betrayed liberalism and voted yes to this proposal! I know what liberalism is and I do not need any explanation. Progressive Liberal Party was the only true liberal party of Luthori... but it is now defunct and our nation no longer has true liberalism, and these fake liberals are very far from the PLP.
