Mr. Speaker,

We believe that the local governments know best what kind of housing needs are in their Grand Duchies. There for this government believes in devolving powers to the Grand Ducal governments to make their own policies within the bandwith of the law, to decide on their own housing policies.

The Grand Ducal government's may choose from these three policies:
- All housing is private but rent is subsidised for low-income households.
- The state contracts with private companies to provide public housing.
- The state provides public housing to low-income families.
