We propose to enact as follows: 1. We believe adoption could be more effectively regulated by recognised charitable institutions,such as the Imperial Church Charities Association & the Selucian Civic Duty Association. The Imperial Government will set guidelines; and the organisations will execute the procedures. 2. The State Flag should be reserved for use by the Imperial Government, and in the canton of the Provincial Flags. It is not for commercial or civil use. If this law is to come into effect, separate flags for civil & commercial use will be created. 3. Newer, less established nations are growing at rates greater than those of our Empire. If we are to remain a dominant power in world affairs, we must ensure the Selucian race prospers and increases in size. Articles Supplementary: 1. This Act facilitates the Creation of an Imperial Civil Flag; which may be used by private citizens, corporations and other businesses in place of the State Flag on Land. The Imperator may appoint a Civil Flag Committee to provide a suitable design. The Imperator may authorise an Imperial Civil Flag at any time after the passing of this Act. 2. This Act facilitates the Creation of an Imperial Civil Ensign; which may be used by private citizens, corporations and other businesses in place of the State Flag at Sea aboard private or commercial vessels. The aforementioned Civil Flag Committee may also provide a suitable design for the Imperial Civil Ensign. The Imperator may authorise an Imperial Civil Ensign at any time after the passing of this Act. |
