The Council claims to be the spiritual successor of the “House of Lords”, the colonial chamber of government, being equivalent to the House of Representatives before independence. For centuries the council was little more than a social club for wealthy landowners with ties to Luthori nobility, but in the spring of 4337 Aemilius Bérain, heir by law of house Bérain campaigned to restore the right to bear ancestral titles and heraldry, thereby kick starting the council’s entrance on the political scene. The Council is a unicameral body with 77 seats; every councillor must be sponsored by one of the old families in the council, such as, the Bérains, the Dumars or the Amells, to name a few. The Council votes with a simple majority election on matters concerning proposals and bills with the Lord high councillor retaining the right to veto any decision the council undertakes. Generally councillors hold their position for life, but they can retire or resign at any time of their choosing. Should a councillor choose a designated heir he or she takes that seat without an election, but this is considered to be in poor taste. Councillors are addressed as “Lord/Lady Councillor” and referred to as “Your Excellency”.
