Mindful of the universal right to a fair trial and able legal counsel; desirous of fair representation for the socio-economically disadvantaged; the legislature hereby authorizes and mandates that legal counsel be provided to individuals whose annual household incomes lies beneath the nationally established poverty level, or those determined to be fiscally unable to otherwise afford adequate legal representation. |
