The Rutanian Democratic Forum propose to adjust the government's spending budget to better address the economic and social situation of the Commonwealth of Rutania.

In the light of Five - percent program, we propose decrease of government spending, and streghtening of initiative in private and civil society sector.

- Increase in Foreign Affairs department is related to decrease in Defence Department, following the doctrine that foreign initiative and diplomacy must come first

- Defence Department Budget:

* Total funding: 5 000 000 000 RUT
* Operations and maintenance: 500 000 000 RUT
* Military Personnel: <= 1 500 000 000 RUT (decreasing number of military personnel)
* Procurement: 800 000 000 RUT
* Research, Development, Testing & Evaluation: 8 000 000 RUT
* Military Construction: 600 000 000 RUT
* Family Housing: 200 000 000 RUT
* Working Capital Funds: 500 000 000 RUT

' - decrease in Health Care - privatisation of health system, but funding for low-income citizens

- decrease in education - gradual and partial privatisation, but keeping some public institutions

- decrease in Science - private and civil society sector initiative (all investment into research is tax deductible), but keeping fundamental research and other important research areas for public, state interests
