Solentian National Higher Education Act of 2790
Proposed by Sonia Le'Croix, Minister for Education and Culture, Solentian Heritage Party

A BILL to provide for the financing and construction of the national system of higher education facilities required by the Education Reform Package of 2787.

Be it enacted by the Senate of the Federal Republic of Solentia assembled,

Section I: Short Title.

Article 1). This Act may be cited as the 'Higher Education Act of 2790'.

Section II: Related Legislation

Article 1). Le'Croix Education Reform Package of 2787, or the 'Education Reform Package of 2787'. (http://classic.particracy.net/viewbill.php?billid=258136)

Section III: Senate Findings.

Article 1). The Senate of the Federal Republic of Solentia finds that, in accordance with the requirements of the Education Reform Package of 2787, Section IV, Article 2, Subsections A and B, the creation of a national system of higher education facilities is mandatory under the law.

Section IV: Definitions.

'Educational institution' means any institution whose main purpose is the education of Solentian citizens.

Section V: Proposals.

Article 1). An educational institution of the University level shall be chartered on the 1st January, 2791, named the 'National University of Halion' located in the downtown district of Halion, in the state of Orame.
(A1, A) -------------- Funding for the construction of the National University of Halion shall be five hundred million (500,000,000) Solenar drawn from the Education budget.

Article 2). An educational institution of the Vocational School level shall be chartered on the 1st January, 2791, named the 'National Vocational School of Solentia' located in Clezomene, in the state of Tesuhen.
(A2, A) -------------- Funding for the construction of the National Vocational School of Solentia shall be one hundred million (100,000,000) Solenar drawn from the Education budget.

Article 3). An educational institution of the College level shall be chartered on the 1st January, 2791, named the 'National College of Solentia' located in Rhegium, in the state of Fuwan.
(A3, A) -------------- Funding for the construction of the National College of Solentia shall be one hundred million (100,000,000 Solenar drawn from the Education budget.

Article 4). The educational institutions created by this Act shall accept applications based on qualification, and shall not discriminate based on gender, race, sexuality, religious affiliation, etc.

Article 5). The educational institutions created by this Act shall be subsidized by funding from the Education budget so that the highest cost (the cost for the most wealthy of applicants to the educational institution to attend) shall not be more than half of the cost of a similar, private educational institution, and so that the lowest cost (the cost for the least wealthy if applicants to the educational institution to attend) shall be 0 Solenar.

Article 6). Any Education budget deficits created by the implementation of this Act shall be paid for by long term loans financed through the yearly budget surplus.

Section VI: Approval by Minister of Education and Culture

Article 1). This package has been approved by Minister of Education and Culture Sonia Le'Croix

Section VII: Rules

Article 1). This package requires a 2/3rds vote in favor by the Senate to take effect.

MessageThe bill does not specifically state that these schools will not be in compliance with the law, and so it must be assumed that they WILL be religious in nature so long as that law remains in place. We urge the Centrists to vote yes on this Act.

MessageOOC: This was intended as less of an actual piece of legislation than a Senatorial approval for the Education Minister doing her job as prescribed in an already passed legislation.

I wish to know why those who supported the Education Reform Package of 2787 are now opposing this. The creation of these institutions is already a matter of complying with the law; why do you oppose?

MessageThe religious organization supporting these institutions are not clearly spelled out.
We would support a mix of Orthodox Catholic and Xzarin Catholic colleges, so that all sides are representated.

MessageOOC: Alright, well it's really annoying to me that this will die because of something I missed in the last bill, so I'm going to try to explain my opinion on this matter, but I can't really do it ICly.

I realize now that all schools need be religious in nature in order to be allowed in Solentia because of a ridiculously located education law that is in the 'Religion' part of the game mechanics law list.

Luckily for me, since I didn't even know that that law existed, I didn't write the bill with it in mind either way, and so it doesn't specifically state that it will not be in compliance. I believe, therefore, that it must be assumed that it will be.

Just as the schools some of you submitted in my OOC request for schools thread, where it is logical that a school must be religious in nature even if it's not actually stated (for instance, the Lady Gaga High School must be religious even though it's not nominally religious like the Saint Catherine's Academy for Girls is), so it must be here. Even though the University, College,and Vocational School are not nominally religious, it is safe to assume that while the law stands that they must be, they are religious in nature.

That said, I can't understand why anyone is voting against this. It was already approved in the last bill that passed with much more than 2/3rds of the Senate supporting. If this bill is not breaking the law against non-religious schools, NOT voting for this law IS breaking the law established in LCERP-2787.
