Mr. Speaker,

We believe this budget reflects the realities of the current policies in place. Allow me to rattle off just a few, raw points on why the changes were made in this budget.

The Prime Minister's office has been strained in trying to provide ample security. In accordance with the Imperial Chancellery Amenities Resolution of 3946 (http://classic.particracy.net/viewbill.php?billid=455074), we believe more funds were necessary to keep the Prime Minister safe. With Luthori's ascent in global affairs and the increasing number of embassies and consulates, not to mention the staff, that are being added to the list of things to manage, we believe it was necessary to increase the budget of the Foreign Affairs Ministry to at least 2% of GDP. In light of recent terrorist attacks, and at the request of the Internal Affairs Minister, we have increased the budget of the Internal Affairs Ministry to 2% as well. The Infrastructure and Transport Ministry will soon announce the various projects it is funding. The budget for the Health and Social Services Ministry was grossly inflated and was appropriate during a time where the government provided healthcare funding to all citizens. That is no longer the case, and the money is no longer needed. We believe 19 billion LPD is more than enough to cover the costs of low-income Luthorians. We increased funding for the Education and Culture Ministry by 3 billion LPD in order to allow the Ministry to expand its endowment program, which began in 4143 with the passage of the Higher Education Endowment Act of 4142 (http://classic.particracy.net/viewbill.php?billid=498564), and has since worked wonders in stimulating research and innovation at our top institutions of higher education. We also increased funding for the Science and Technology Ministry for the same purpose, and to distribute funds for both private and public research with a focus on national interests, such as our space program and research into military technologies. With the devolution of agriculture policy and the deregulation of farms, it is no longer necessary to maintain such a large budget for the Food and Agriculture Ministry. Environment and Tourism saw an increase following the passage of the Clean Energy Act (http://classic.particracy.net/viewbill.php?billid=506352) and its effect on the advancement of organic photocell research (http://forum.particracy.net/viewtopic.php?f=17&t=68&start=610#p111814). Trade and Industry is also seeing a boost in funding to help with the enforcement of new trade rules being negotiated through pending trade deals, in particular, the Luthori-Istalia Free Trade Agreement (http://classic.particracy.net/viewtreaty.php?treatyid=3639), which we hope is ratified sometime soon.

Although we do not agree with the policies that provoked this proposal, this proposal itself has sense and it is needed to adjust our spending. That's the reason why we vote in favor, and we aim other parties to do the same in these kind of things. National stability.
