Voting deadline: May 4396

Description[?]:

It is undeniable that a state is not totally democratic, if it is still a constitutional monarchy.

From MORENA, we propose that Malivia be proclaimed Federal Republic, thus creating the chancellery, dissolving the royal house, and changing from a unicameral system, to a bicameral one, thus creating two completely separate institutions, the parliament of Malivia, (where it recives the responsibility of promote, process and approve proposals of law and not law that make political groupings), and the Senate, (formed by representatives of each territory, which will be responsible for approving or rejecting constitutional amendments, regional financing plans and declarations of war) .

In this way, we will create a Free State of Malivia, headed by a Chancellor of the Republic (elected by universal suffrage), and a Head of State (Elected by Parliament), who will lead a federal republic, where each constituency has a total of 10 representatives, elected 50% directly by the general electoral system, and another 50% elected by the electoral system Winner takes it all.

This proposal also seeks to shield the separation of powers completely (Chancellor of the Republic / Head of State) in the constitution.

From MORENA, we know that for many, it is going to be a difficult transition, and we understand it, that is why we are willing to keep the proposal in a state of voting, until we get the support of 2/3 of the camera.

For this reason, we delay the vote indefinitely on the amendment to article 1 / 2a and article 1 / 2b of the constitution of the Free State of Malivia, for the change to the Federal Republic.

We want, that the change also includes a change of flag, and anthem, but this proposal is not urgent, and will be presented separately to not put at risk the approval of the reform 4389/125.

We will not support the reform, until we are sure that it has the support of two thirds of the chamber, not only to guarantee the survival of the republic, but also so that society can better assimilate this important and transcendental change, and because we want the Federal Republic, born from democracy, and the more democratic its birth, the more democratic the Republic will be.

Random fact: Moderation will not approve a Cultural Protocol request within the first 48 hours of it being requested. This is in order to give other players a chance to query the proposed changes, if they wish to do so. Moderation may be approached for advice on a proposed change, but any advice proffered should always be understood under the provisio that no final decision will be made until at least 48 hours after the request has been formally submitted for approval.
