| His Imperial Majesty, the Son of Heaven, who governs as the Jianwen Emperor of Indrala with the Mandate of Heaven, has declared the following: "My Father Emperor, by establishing principle and discipline, founded institutions and decreed edicts for the sake of all generations. His profound affection and generous favour accorded with the minds of the people. I, as a man of scant virtue, came to inherit and maintain his grand design. Hereupon, extending the kindhearted favour, I wish to fulfill the expectations of the people, and thus I enumerate a few appropriate actions to take as follows: The school is the foundation of mores and edification. Utmost efforts have been made to admonish, instruct, and educate the people by establishing the Kyung-hee Imperial University, Haejo Imperial College and Dawei Imperial College. It is my intention that further Imperial institutions are constructed and operated during my reign. Jienist and Guidao scholars who open a private academy to teach pupils should be reported to the Imperial Household Agency so that they may be rewarded. It is my will to reject incompetent individuals and promote competent individuals. Henceforth, there shall be a third-party investigation of all palace scholars, staff and officials. Faithful spouses, filial sons and daughters, and devoted grandsons and granddaughters are to be recognized for their righteousness. Thus search for them far and wide, report and record their deeds in detail, so that they may be rewarded. Regarding the descendants of those who died in battles on land or at sea, or otherwise in the service of Indrala, they should be reported to the Imperial Household Agency prudently. The Jianwen Era has begun with my coronation in 4419. The meaning of this era is "undiscriminating and civil." This is because my reign shall be undiscriminating toward Indralans regardless of political beliefs, race, or social caste. Further, my reign shall be a time of civility, casting the period of civil strife to the annals of history. Please ensure it is so." Proclaimed to all under the Heavens, let it be known! |
