The government is producing its penultimate Bill in its series of Treaty Rationalisation proposals.
This Bill refers to a miscellaneous group of treaties under the following headings:

1. So called "Friendship" Treaties

MessageIn respect of so-called "Friendship" treaties:

The government's view is that, of course, there should be no hesitation in encouraging friendly relations between nations.

There are a few dangers inherent in this sort of treaty, however:

a. Beluzia could be seen to be favouring certain countries (at the implied possible detriment of others)

b. What warrants a special relationship?

c. As was the concern for much of the government's treaty rationalisation process - how do we monitor the policies being adopted by our "friends" to ensure that we are not befriending a nation which has unacceptable legislation, such as slavery?

In the case of all three treaties referred to in the Bill's description, there is no concern of that sort currently. Therefore, the government is adopting the general principle in this case is to leaving the treaties in place. However, future monitoring is therefore recommended.

The exception is the treaty with Rutania. Although close neighbours and probably long time "friends", it must be noted that the treaty in question has never been ratified by their government. The Minister for Foreign Affairs has already written to their government some months ago to discuss this treaty and to ask them to indicate if they would like to sign it or otherwise be concerned if we were to consider withdrawing from it. We have received no reply. We therefore propose to withdraw from that treaty - and adopt a future perspective of not being particularly keen to sign "friendship" treaties in the future for the reasons outlined above.

MessageIn respect of the Neutrality treaties:

There are quite a few nations in Terra who have confirmed their stance as one of neutrality.
It seems inconsistent to this government to have a treaty with two of them and not the others.
We also do not propose to correct this inconsistency by adding further to our list of treaties.
We therefore propose to withdraw from both.

MessageFinally, there are two other treaties which the government is proposing to maintain.

As far as the Outer Space treaty is concerned, we can see value in retaining this, particularly so in that the BRP passed a Bill in 4722 to open space exploration up to private enterprises and with no specified regulation of that.

As far the Trade and Economic Pact:
In principle the government would prefer to approach such treaties in the same spirit as that underlying the Treaty Rationalisation (Resolutions) Bill 4726.
That is to say, a more global agreement on trade would be preferable to a treaty with only 20 members.
However, in the absence of a more heavily supported trade agreement, our existing one is arguably better than nothing.

MessageThe government remains open to persuasion on any treaty not currently earmarked for withdrawal.
There are definitely arguments in favour of withdrawal for all of them, as we have attempted to highlight in the debate above.

Therefore, it there are supporting voices for doing so, we will be happy to reconsider and to add any or all of the treaties currently proposed to be retained.

In the case of the Trade agreement, the government seriously considered withdrawing from it and replacing it with one of the following treaties:

a. International Free Trade Agreement - http://classic.particracy.net/viewtreaty.php?treatyid=1590

b. International Free Trade Accord - http://classic.particracy.net/viewtreaty.php?treatyid=3669

Unfortunately, neither is well supported, so does not provide a feasible alternative, despite their attractive nature.

MessageJust prior to the government putting this Bill to the vote we received a notification from Rutania that they had actually ratified the treaty with us.
Their message was:

"sorry for not response to your friendly treaty, we don't know there were a treaty due to this is quiet a old treaty. we are now having vote of this treaty and hopefully it will pass ,we look forward to work with your nation under this friendly treaty"

In the light of this, the BRP proposes to treat all three Friendship treaties the same and leave them in place.

This Bill will not now be put to the vote, but will be replaced with the Treaty Rationalisation (Neutrality) Bill 4727

MessageThe BRP is putting this Bill to the vote, as with other legacies of the previous government which would otherwise remain "under debate" without being removed.

However, the articles included in this Bill are NOT intended to pass - two of them were re-introduced in a replacement Bill, and the previous government withdrew the article concerning the Rutania friendship treaty.

Strange as it may appear, the BRP will therefore actually vote AGAINST this bill, just to keep a record of its debate for posterity.
