๐๐๐ ๐ณ๐๐ ๐๐ ๐๐๐ ๐บ๐๐๐๐๐๐ ๐๐ ๐๐๐ ๐น๐๐๐๐๐๐๐ Quirites, Our confederal Republic is built on a foundation of democracy, republicanism, and civil concord. However, we are aware that, in spite of the generally harmonious functioning of our political system, there remains significant opposition to some of the fundamental laws of our Republic. Although we in the Selucian Traditional Movement prefer the status quo in these matters, as a gesture of good will and in the interest of political harmony we propose modifying some of the symbols of the Senate and People of Selucia. ๐๐ซ๐ญ๐ข๐๐ฅ๐ ๐. The capital city of Selucia shall be the city of Auroria. In order to not grant any advantage to the Republic of Aquilonia that may derive from the location of the federal capital on its territory, the city of Auroria and its hinterland will be directly subordinate to the federal government and will not be subject to the authority of Aquilonia. The city of Auroria and its hinterland will be considered a distinct federal subject, to be known as the โFederal City of Auroriaโ (Urbs Foederalis Auroriae). The Federal City will constitute a single municipal unit. ๐๐ซ๐ญ๐ข๐๐ฅ๐ ๐๐. The government of the Federal City of Auroria shall be headed by the Praetor Civilis (Minister of Justice), who shall chair its administration, oversee the administration of justice within the Federal City, and organize the defense of the city in the event of an attack. The Praetor Civilis may not leave the Federal City of Auroria for more than 10 consecutive days. The legislative assembly of the Federal City shall be the Curia, formed of 750 members selected by lot from the cityโs citizens. ๐๐ซ๐ญ๐ข๐๐ฅ๐ ๐๐๐. The federal institutions of Selucia shall be relocated to Auroria. The Senate shall be housed in the building formerly known as the Most Holy Archbasilica of Saint Michael of the Empyrean Temple. The building formerly known as the Holy Apostolic Palace shall house the federal executive magistrates, including the Consuls. The federal Peopleโs Assembly shall be housed in the Domus Populi in Auroria. ๐๐ซ๐ญ๐ข๐๐ฅ๐ ๐๐. All religious structures formerly belonging to the Aurorian Patriarchal Church whose use has not been granted to one of the religiones licitae (legal religions) shall be dedicated to the secular civic cult of the Republicโs heroes. The government of the Federal City of Auroria will determine which of the great poets, philosophers, warriors, painters, sculptors, scientists, politicians, and other heroes in the history of Selucia shall be the object of Auroriaโs civic cult, and the specific dedication of each individual building. ๐๐ซ๐ญ๐ข๐๐ฅ๐ ๐. The capital of the Republic of Aquilonia shall be the city of Florentia. The institutions of the Republic of Aquilonia shall be housed in the buildings used for this purpose by the former province of Calatia. ๐๐ซ๐ญ๐ข๐๐ฅ๐ ๐๐. The so-called โ3838 flagโ, introduced in our Republic by the great Caius Cassius Sophus and Octavia Flavia Hadriana in the year of the Republic MMXXVII (http://classic.particracy.net/viewbill.php?billid=435177) shall be restored as the national flag of Selucia. The coat of arms introduced under their rule (https://particracy.fandom.com/wiki/File:Selucia_new_coa.png) shall also be restored. ๐๐ซ๐ญ๐ข๐๐ฅ๐ ๐๐๐. The Selucian republican calendar (http://classic.particracy.net/viewbill.php?billid=629692) will remain in place, but its use shall be optional for official purposes. The common calendar (OOC Gregorian calendar) shall be established as a co-official calendar of Selucia. Hieronymus Gennadius Consul OOC: The city of Auroria in Aquilonia (http://classic.particracy.net/viewregion.php?regionid=186) is renamed as โUrbs Foederalis Auroriae (Federal City of Auroria)โ. This is a constitutional RP Law, as governed by Section 6 article 5 of the Game Rules (http://forum.particracy.net/viewtopic.php?f=5&t=8088). This law establishes the city of Auroria as a distinct entity directly subordinate to the national government. The bill also includes some more cosmetic proposals, i.e. determining the building used by government institutions, establishing a civil cult for national heroes, establishing the flag and coat of arms, and regulating the use of the calendar. |
