Votes: This bill presents the formation of a cabinet. It requires more than half of the legislature to vote yes. Traditionally, parties in the proposal vote yes, others (the opposition) vote no. This bill will pass as soon as the required yes votes are in and all parties in the proposal have voted yes, or will be defeated if unsufficient votes are reached on the deadline.

| Following repeated failed attempts of individual political parties to negotiate a government, we propose that a Government of National Unity involving every political party forms a government. If it passes, this government will rule for exactly one year to allow parties to propose all legislation which they campaigned on at the last election. This is supposed to be a last resort and will need the approval of every party in the Imperial Diet. The number of cabinet positions has been designated based on the size of each party in the Imperial Diet. The aim of this proposal is so that all government departments are at least being run to a decent standard until the next General Election, which would be one year after the passage of the cabinet bill. |

| Message | It is also worth noting that this gives parties an extra year to negotiate forming a stable government, in which case that government would take this one’s place, pushing back elections to their regular time. This cabinet is purely to ensure that there are no longer any vacant cabinet positions as the civil service shouldn’t hold absolute control over individual government departments. |
