An opinion poll was held among the citizens of the Dai Sekouo Teikoku (Seko). The subject of the opinion poll was Government policy towards labor unions. When asked what their opinions were, the following choices were made:

| 37.36% | Trade unions may exist and worker membership is voluntary. |
| 23.30% | Trade unions may exist and all workers must have membership in one. |
| 10.96% | Only government-run trade unions exist and membership in them is compulsory. |
| 7.18% | Only government-run trade unions exist and membership in them is voluntary. |
