Preamble: All signatory nations and their successor states hereby agree to establish the Terran Association of Free Trade, herein referred to as 'TERRASSOFT', for the purposes of promoting free trade, developing closer economic ties between nations and ensuring states can discuss matters of economic policy in an open and transparent manner. Section 1- Organisation: Article I- Membership Official membership of TERRASSOFT shall be open to both nations and political parties. For a nation wishing to join, the TERRASSOFT treaty should be ratified. For a political party, the official TERRASSOFT party organisation wing should be joined. [See here: http://bit.ly/2f6AyVz] Article II- Council of Nations All nations which are members of TERRASSOFT shall be entitled to send two representatives to the Council of Nations, these shall be appointed by the Head of State. The national representatives shall be empowered to introduce motions for consideration and debate. If the Council of Nations approves a motion with a two-thirds majority then it shall be officially recommended to the Secretary General. Article III- Council of Factions All political parties which are members of the TERRASSOFT party organisation shall be entitled to send two representatives to the Council of Factions. The party representatives shall be empowered to introduce motions for consideration and debate. If the Council of Factions approves a motion with a two-thirds majority then it shall be officially recommended to the Secretary General. Article IV- Secretary General The Secretary General shall be the leader and figurehead of TERRASSOFT. In order to exercise powers within the framework of TERRASSOFT, the Secretary General must receive two-thirds support from both the Council of Nations and Council of Factions. If these conditions are met, the Secretary General shall be empowered to alter the official TERRASSOFT treaty, expel members for breaching conduct standards or introduce punitive measures against a nation or party. The role of Secretary General shall rotate between the members of the Council of Nations every seven years, with an order to be decided at random. If a nation withdraws from TERRASSOFT mid-way through their term, the next in line shall begin their term early. The President shall be tasked with ensuring that the process is conducted legitimately and fairly. Article V- President The President of TERRASSOFT shall be tasked with ensuring that the procedures outlined within this treaty are carried out correctly at all times. This means highlighting abuses of power, ensuring correct electoral procedures are followed and safeguarding the rights of nations and parties to be heard. The role of President will always be filled by the Foreign Affairs Minister of the Confederation of New Endralon, Kizenia and Kuzakiului. Article VI- Headquarters The headquarters of TERRASSOFT shall be located in the capital city of the Confederation of New Endralon, Kizenia and Kuzakiului: Cetatea Albă. Here, the Council of Nations and Council of Factions will meet fortnightly, with the Secretary General and President attending all meetings. Section 2- Establishing a Free Trade Zone: Article I- Intention All signatory nations and member parties agree that it is their intention to promote the cause of free trade within their parties, nation, continents and across Terra as a whole. Article II- Application There shall exist a state of free and unhindered trade between all signatory nations. Signatory nation governments agree not to establish tariffs, quotas, or taxes on any imports or exports that flow between them. This shall extend to all economic activity, including goods, services, and labour. This article also covers financial instruments, specifically monetary purchases and purchases of bonds. Article III- Exceptions Specific exceptions to the provisions outlined above shall be permitted, as determined by the Secretary Generary. Section 3- Further Cooperation Article I- Diplomacy All signatory nations recognise that positive and stable relationships between nations are essential to preserving free trade and economic prosperity. To this end, all agree to use all means necessary to avoid military conflict between each other and between other nations across Terra. Article II- Promotion All signatory nations agree to promote TERRASSOFT locally, nationally and internationally so that the maximum number of nations and peoples might benefit from its existence. |
