The Communist Party of Rutania's official ideology is Commonism, or to simplify, Left-Communist. Commonism is the thought of the common rule of people, thus creates the root word. A sort of more centralized Council Communism, Commonism creates a compromise between conferationism and strong central government. The basic ideals are that local townships should be allowed to govern themselves with a all-citizen legislature as the supreme authority and with elected speakers with little power. This forms the basic "common power" which makes commonism unique. In more detail, Commonism has each township have a all-citizen legislature which is the supreme authority of the town. Elected speakers are chosen to lead the legislature, but their power is extremely limited. These legislatures will elect representatives to their provinces (or states, territory, etc.). Their provincial legislature will work just the same as the township one's will with speakers with little power. The only differences are the head of the province (and deputy) with power and the representatives are elected. Several representatives from the province's legislature will be elected to the national legislature. The national legislature will elect the cabinet and its major offices. Meanwhile, the heads of government and state (Chairman and President respectively) are elected directly by the population of the nation. As with Communism, Commonism will have a strong central government to maintain the all-citizen legislatures in townships and to make sure towns do not establish select few positions of power or fall into anarchy. In addition to a strong central government, Commonism also exhibits a socialist economy similar to that of the Soviet Union but with more business freedoms so that the nation will be able to still support itself. Workers' rights, maximum wages, independent unions (non nationalized), and nationalized industries are all part of the socialist economic plan. |
