This bill is created in order to protect Selucia from radical and unrealistic changes, in conformity to game rules (cf. http://forum.particracy.net/viewtopic.php?f=5&t=4374).

-CULTURE-

Selucia has a culture based on that of Ancient Rome, primarily the Roman Republic, with heavy influences from Renaissance Italy, some aspects of Classical Greece, and a touch of modern Italian influence.

-BRIEF PRE-GAME HISTORY-

Selucians trace their history from the Enetric Migrations, a prehistoric event hypothesized to have brought the Enetric (Graeco-Roman) peoples into Majatra from the continent of Artania. The Enetric tribes on Selucia gradually differentiated themselves from other Enetric populations, giving birth to the ancient Selucians. In Antiquity the archipelago was ruled by a large number of independent Selucian city-states that later on established a large number of colonies around the Majatran Sea. Most of these colonies and Selucia itself were brought under the rule of the Qedarite Empire (~ Carthaginian Empire) after a series of wars, under which it remained for around 300 years. After the fall of the Qedarite Empire in 22 CE the archipelago remained divided into city-states and principalities. During Late Antiquity Hosianism (~ Christianity) was brought on the islands, and in the 6th century Selucia became the international headquarters of the Hosian Church. Between the 14th and 16th centuries Selucia experienced a period of cultural rebirth called the Renascentia that saw, amongst other things, the rediscovery of classical literature and mythology, and during this time several city-states established thalassocracies around the Majatran Sea. The islands were unified in the 19th century after a Pagan-Nationalist revolution, leading to the persecution of Hosianism and the founding of modern Selucia.

The dominant ethnic group in Selucia are Selucians; based on Ancient Romans as well as various Romanized peoples. In addition to Selucians living on the islands since ancient times, this group also encompasses various people of mixed ethnic and cultural backgrounds, legacy of Selucian colonization, that primarily identify as Selucian. Selucians speak Selucian dialects (Vulgar Latin), while Modern Standard Selucian (Contemporary Latin) is the sole official language. Selucians are religiously divided between Hosianism and Paganism.

Jelbic peoples collectively constitute the largest minority in Selucia. They are based on an amalgam of nomadic Eurasian cultures such as the Tatars, Turkics, Mongols and Finno-Ugrics, and their modern descendents speak Jelbek, a conlang devised solely for the PT world. Barmenian, Vanukan, and Pontesian Jelbics speak their own distinct versions of the language, the primary difference being the source of loan-words. Jelbics arrived on the islands following various waves of immigration, especially as a result of several Selucian occupations of Pontesi, and most recently due to the expulsion of Felinists from Barmenia. Jelbics in Selucia speak the Jelbic languages and Selucian, and adhere to several faiths, primarily Felinism and various denominations of Hosianism.

Cildanians, based on ancient Phoenicians and Punics, are the dominant ethnic group in the neighbouring island nation of Cildania. Cildanians have a continuing presence on the islands since the Qedarite Empire. They speak the Cildanian language (Phoenician with Hebrew alphabet) and Selucian. Most Cildanians are Eastern Apostolic Hosians.

A number of other ethnic groups have a significant presence in Selucia, most of them (like the Kathurans or Arev Mardik) minorities in Jelbic nations that arrived on the islands in the same waves of immigration as the Jelbics.

-LANGUAGE-

The most widely spoken language in Selucia is the Selucian language (Latin), which itself encompasses a number of formal and informal languages and dialects. The formal and official form of the language is known as Modern Standard Selucian or "sermo familiaris", a deliberate adaptation of Classical Selucian (Classical Latin) for modern contexts. Although it has no native speakers, virtually everyone has at leas passive fluency in Modern Standard Selucian due to its exclusive use in media and education. In their daily conversations, Selucians generally speak their local dialect of the language; these dialects are collectively known as Vulgar Selucian (or "sermo vulgaris"). The relation between formal and vulgar Selucian is similar to that between RL Modern Standard Arabic and local varieties of Arabic.

Jelbics speak Jelbek, a conlang created by user IdioC and expanded by several players. Each Jelbic group has its own version of the language, with differences in adstratum and the writing system.

Selucia has a long history of conflict between its two major national faiths, namely the Selucian Patriarchal Church (based on Roman Catholicism) and Religio Seluciana (Roman Polytheism). Both have been present in the nation for millenia, and the two often compete for the position of dominant religion, while frequently persecuting the other. The Selucian Patriarchal Church, headquartered in Selucia, is the largest denomination of Hosianism, a religion founded in 1 CE that believes Eliyahu of Yishelem to be the Spirit of God and Saviour of mankind. The Selucian Patriarchal Church is led by its Arch-Patriarch, located in the Selucian city of Auroria. Several other Hosian demoninations are also practiced in the nation.

Religio Seluciana, often known as Selucian Paganism, is a native polytheistic religion worshipping a pantheon of 27 main gods and numerous minor divinities and spirits. Religio Seluciana was given its modern form in the 19th century when it was accepted as the national faith of Selucia. Recently the Religio was expanded after the acceptance of Felinism as a valid expression of Selucian Paganism.

Felinism is an animalistic religion born in Barmenia in the 30th century and worshipping cats as divine beings, built upon the shamanistic beliefs of the Jelbic peoples with heavy influences from Selucian Paganism as practiced by Seluco-Barmenians. Recently most Felinists moved to Selucia, where they were accepted as being part of the same faith as Selucian Pagans. Currently the two faiths have begun moving closer together, and may in the future become a single belief system.

Characters should be named accordingly after the cultural group they belong to (meaning no English or German names, for example). Characters should have mostly Roman names, with a preference for the tria nomina system (both for males and females) for patricians and a simpler first name + surname system for plebeians. For females, praenomina, nomina, and cognomina should all be in the feminine (for almost all cases replacing the -us ending with an -a).

MessageBy all means do that; as Cultural Protocols are enforced by Moderation, I obviously can't have these passed without their approval, so once they are passed, I will refer them to Moderation as well.

But this is nonetheless in the debate stage, so if you believe there has been any rule violation, it can't have been this CP draft.

So I ask again, is there any particular reason you dislike this draft? Anything that you think has been left out or needs to be changed?

MessageI'm confused by your stance on this, KLP. You only seem to object but fail to give either of us any solid reasons why you are objecting. Polites is a very reasonable guy and if there are certain things you don't like about these CP's, say them and together we can find a perfect middle road. This mucking attitude and all around "you're all against me" vibe is not good for anyone here.

MessageI understand, but still, it would be nice if you could offer some feedback. Are you upset with the fact that Selucia is less homogeneous than you probably want it to be? That's a reasonable position to take, but I'd find it unrealistic for Selucia to be as mono-cultural as your earlier CP suggestion wanted. Considering the long history of Selucian imperialism and colonialism, as well as the relative stability of Selucia during centuries of nearly constant warfare on the Majatran mainland, I find it perfectly reasonable for large numbers of immigrants, especially those belonging to Selucian ethnic groups, to end up on the islands.

MessageJohn, any reason for your uncooperative stance? I believe that all RP Kubrick and I did so far was in line with game rules and the specific RP laws of Selucia, including the Special Situation and High Court laws. We really tried to be cooperative as far as RP itself goes; that we both ended up in power and opposing your party is a natural part of the game, so of course we tried to block your party from power, just like you used low legislative proposals and early elections to do the same to us. Seems to me that you assume IC conflict is a reflection of OOC dislike on our behalf, which is certainly not the case.
