The following passed laws are normal laws, which were passed according to the game rules, which can be viewed in the forum (Link: http://forum.particracy.net/viewtopic.php?f=11&t=6363 ).These rp (role play) laws are binding and have to be observed in the regular game, please keep that in mind while playing.
However they do not necessarily reflect the game mechanic, but nevertheless have to be accepted.


1. Law: Right of Return



1.1 Text: "Noting the long status of Beiteynu as the homeland of the Yeudish people, we wish to establish the Right of Return for all Yeudis. This right will guarantee all Yeudis, regardless of current citizenship of national origin, to apply for and obtain automatic Beiteynuese citizenship along with all the rights and privileges associated with that citizenship. Only Yeudis who belong to the Orthodox or Reform movements are eligible for citizenship under this law."

2. Law: Government Religious Policy

2.1 Text: "We establish forever the central place of the Yeudish religion at the heart of Beiteynuese culture. Henceforth, Yeudism will be recognized as the State religion of Beiteynu. In order to further the Yeudish faith we establish the following governmental policies:

1) All denominations of the Yeudish faith will be actively subsidized by the Beiteynuese government.
2) Religious settlements by Yeudish denominations will be actively promoted by the Beiteynuese government. The goal of said settlements will be to spread the Yeudish faith to areas of Beiteynu that have not seen significant populations of Yeudis for some time.
3) Noting the nature of Beiteynu as the Yeudi homeland, it shall be the goal of the government to spread Yeudism as widely as possible within our national borders. The government will undertake a policy to encourage conversion to the Yeudish faith by non-Yeudis. This policy will be undertaken while respecting the civil rights of non-Yeudis to continue to practice their faiths in peace.
4) The various Yeudi denominations will be guaranteed the right to select and promote their own ministers without interference from the Beiteynuese government. However, should a denomination seek the advice of the Beiteynuese government concerning the appointment of ministers then the Knesset Committee for the Yeudish Faith will convene and give a recommendation for an appropriate candidate."

3. Law: National minority card

3.1 Text:
"This law want to create laws in order to regulate the use and other important aspects of the identity ducuments.

Paragraph 1:
The government prohibits the issuance of ID cards and the previously stored data will be deleted.All identity cards are invalid and it is forbidden to ask for the ID card.

Paragraph 2:
Every member of the "minorities" who wants to be in the Yeudish Republic of Beiteynu longer than 2 weeks, must register him or herself in the national and central NATIONAL FOREIGNER AND MINORITY REGISTER (NFR).

Following datas must regist there:
1.)Biometrical photo
2.)Full name
3.)Adress (in Beiteynu)
4.)Fingerprints from every finger
5.)Birth date
6.)Ancestors and relatives (in Beiteynu )
7.)Colour of the eye
8.)The date of issue
9.)Citizenship (no citizenship if minority)

13.)Date of Expiration (of the card)

2.1) Every person, who register him or herself in the register, then he/she get the new NATIONAL FOREIGNER AND MINORITY CARD. This card is mandantory for every foreigner and member of the minority and he/she has to carry that card all times.
2.2) Acceptions for this can made for certain citizens of foreign nations, if a treaty between our nation and the nation of the foreigner were made.
2.3) The foreigner and minority card is valid for 3 years and costs 45 BEN and the ministery for internal affairs is competent for these cards.
2.4)The card is modern. The card has a RFID chip and other security features.
2.5) It is phoibited to fake the FOREIGNER AND MINORITY CARD or to give wrong informations to the registry. Persons who to do that, get punishments up to 500.000 BEN or up to 2 years in prison and will remove form this country.
2.6) Changes to the datas, given to the NFR must admitt into the time period of 2 weeks. If that doesen't happen, a fine must be payed of at least 1500 BEN.
2.7) The datas are completly open to the police and government.

4.Law: Speeding rights act

4.1 Text:
"1. The measuring of speed of any verhicle on public roads by government authorities is not allowed.
2. Exceptions are:
2.1. Near schools, hospitals, old folk homes, pre-schools, universities.
3. Motorists have to be warned twice before a official speed measuring.
4. There shall be no speed limit on motorways.
5. This law is a normal law and can be altered or changed with an absolute majority of seats."

5. Law: National minority act

5.1 Text:
"Def.: There are two kinds of people in Beiteynu: 1. People which are yeudish and member of the Yeudi ethnic group 2. Those who are not.
The share of the blood of people beloging to group 1 must be at least 80%. Otherwise they belong to group 2.

1. No person which is member of the ethnic and religous group Yeudi must ever obey an order form a person which is not member of this group.
2. No person of the minorities shall be allowed to take a seat in the Knesset.
3. The members of the minorities are only allowed to live in designated areas, which are sperated from the majority population.
4. Any contact between the Yeudi population and the minorities is illegal. This shall not include commands from Yeudis to the minorities.
5. The member of the minorities shall remain without citizenship and their maximum number of children shall be confirmed at a maximum at 1.
6. All services provided to members of the minority shall be inferior to that provided to Yeudis. All public premises, vehicles and services to be segregated by race
7. All people shall either be members of the Yeudi religion and ethnic group or a member of the minorities.
8. Members of the minority shall have no right to own any property.
9. Members of the minorities cannot be member of trade union.
10. This law is a normal law and can be changed or abolished with a absolute majority."

6. Law: Non-Yeudish Ghetto Act

6.1 Text:
"1.0 All non-Yeudi and non-Yeudish people (only people which have both are not subject to this law) living within the border of the Yeudish Republic of Beiteynu, will be concentrated in special designated areas in all cities.

7. Law: National border fence Act

7.1 Text:
"1. The Government must build up a comprehensive border fence stretching along the border with Barmenia and the border with Pontesi to protect Beiteynu from illegal immigration, within 5 years of the passage of this law.
2. In addition this border fence shall also stretch into the ocean to avoid seabound illegal immigration.
3. The use of force to proctect the border and the fence itself is allowed under any circumstance.
4. In order to protect the border fence a new military unit, called the NBP (National Border Police or Magav), shall be established. This unit shall be responsible only to the head of state. The target strength of the Magav shall be 30.000 soldiers.
4. All people of the race Jelbic shall receive substantial government support to emmigrate to any other country.

"1. The law hereby defines the population of Beiteynu in two groups:

1. group: People of yeudi believe and yeudish blood
2. group: all other people.

10. Law: Lourenne diplomatic actions act

10.1 Text:
1. All people which are citizens of the République lourennaise (Lourenne), have to leave the country within 24 hours of passage of this law by the Knesset.
1.1 This does include all diplomatic personnel.
2. All diplomatic relations between the Yeudish Republic of Beiteynu and the République lourennaise (Lourenne) are terminated.
2.1 No citizens of the République lourennaise (Lourenne) are allowed to enter Beiteynu.
2.2 No visits of citizens of Beiteynu to Lourenne is allowed.
3 . The embassy of the Yeudish Republic of Beiteynu at the République lourennaise (Lourenne) will be closed and all diplomatic staff will be ordered back to Beiteynu.
3.1 Economic relations remain intact. The government is hereby entitled to call an embargo on Beiteynu as it see fit.
4. For violation of this law, a prison sentence between 1 to 4 years will apply.
5. This law can be altered or changed by a simple majority and is agreed by the Knesset with a simple majority.

11. Law: Bank secrecy act

11.1 Text:

1. All customers in the financial sector have the right to complete and absolute secrecy over their bank accounts/share depot or similiar products within the Yeudish Republic of Beiteynu.
1.1 This especially includes informations about interests and share deals.
2. No identification is required to open, close or manage a bank account in Beiteynu.
2.1 Banks/ financial institutes do not have the right to ask for identification.
2.2 Only non-electronic data devices may be used to store informations in the banks of Beiteynu.
2.3 Citizens of the Republic of Tel Bidzhan do not enjoy any degree of bank secrecy. Banks have inform the financial authorities regularily on their financial actions and situation.
3. No information over any foreign customer may be passed on to other states, organizations or else. Only the customer may allow the bank to do so. In general, financial institutions are not allowed to hand out any informations about their customers.
3.1 On request the minister for internal affairs can pass informations about foreign account holders. The foreign customer has the right to appeal before court against this action. The minister is only allowed to do so after a court order was obtained by a court in Beiteynu.
3.2 All ncessary informations will be passed to relatives, if the death of account holder takes place. This has to be proven by certified legal documents.The ministry for internal affairs has to approve the release of informations or/and the dissolution of a bank account.
3.3 All bank business shall be tax free.
4. Violations of this law will be persecuted with at least 3 years in prison. The breach of the secrecy of a bank account is persecuted by at least 5 years in prison.
5. This is a law and has to pass with an absolute majority and can only revoked or changed with such a majority.

Message12.Law: Final Solution Act

12.1: Text:

1. All class B citizens (citizens of the state of Tel Bidzhan) are to be deported into special camps within one year of passage of this act.
2. In such camps, the subjects are not allowed to go out or to have any communication with the outside world. Only a minimum calorie intake is allowed in such camps.
3. Through immidiate immigration to relatives aborad, the class B citizens will be distributed outside of Beiteynu.
4. For those subject which cannot be brought to relatives abroad, they will be used a non-paid workers to build important infrastructure.
5. No children, sexual intercourse or any showing of affection is allowed in these camps.
6. The camps itself are under military authroity and therefore fall not under the laws of Beiteynu. No restrictions to the handling of the subjects apply.
7. This is a normal law and can be altered/changed/abolished by a simple majority,

1. The commission shall always be chaired by the Rav Aluf or the vice-rav aluf and the members of the committee are always chosen by the Rav Aluf, as well.

Message14. Law: RP-Law: King David Reloaded Act

With military spending at around 10% of the GDP of Beiteynu, the Rav Aluf together with the government drew several conclusions from the recently published white paper. While the structural changes are only minor, the Rav Aluf singeled out several measures under the initative "King David reloaded" which will soon be put before the Knesset for consideration. As a result Beiteynu shall posess after the programm 4 nuclear submarines each with 20 nuclear missels as well as 1000 units of biologial and chemical and nuclear artillery ammunition.

1. The programm stretches over a period of 40 years aimed at improving the defence of Beiteynu on a unprecedented scale. The measures include structural and operational measures.

Structural:
1. Fusion of the intellgience service and police and military intranet with a joint database and foundation of a cyber attack unit which will be part of the Navy section. The planned personal strength will be 12.000 trained IT-specialists which will form the attack unit. An additional 5000 men will be focused on the defence of the Intranet.
2.The complete readjustment of the Naval, Land and Air acadamy is to happen: The three institutions are to educate new officers more closely in the miliatry spirit and the close relation with the Rav Aluf. Moreover, a special training programm shall enhance the nuclear and chemical and biological capabilities and the new found "Beiteynu Special Weapons Acadamy" shall supply this knowledge. For that matter the army will provide 25 professorships with 5 employees each which aim to train up to 450 soldiers at the same time in the fields of nuclear, chemical and biological weapons.
Beiteynu will not only use domestic ressources but also try to recurite know-how from abroad. As the government of Beiteynu promotes nuclear energy and with the old know-how from the government of Zardugal as well as the old warheads a necessary knowledge base is to be established in close cooperation with some universities in Beiteynu. This knowledge base will be pooled in the "State Association for Special Weapons".Manufacturers must also participate. This association shall also receive 10 coodinators and the Association shall be directly subordinated to the Rav Aluf.
3. All four acadamies will be combined to one single university (Defence university of Beiteynu) with a total number of 10,000-20,000 students with 270 professorships with 10 employees each at a central campus at the capital of Beiteynu. The construction works shall start as soon as possible. The university also shall incoperate secret chemical, bilogical and nuclear facilities which will combine all government laboratories in the country.
4. The two underground chemical, bilogical and nuclear test bases shall be relocated near the defence university. Moreover the university shall receive the latest up-to date computer facilities to cope with the awaited computing demand.
5. A research reactor shall become operational near the campus as well.

These measures should be finished within the first ten years after the passage of this act.

Operational:
1. The develoment of new chemical, bilogical and nuclear weapons shall be made possible in the next 40 years. A new bomb which shall combine all three components shall afterwards be developed.
2. The subsidiesed defence industry meanwhile must develope new nuclear submarines and the corrosponding nuclear missle and warhead within 25 years. The production shall follow suit (25-38 years after passage), including some tests. Name: Kind David
3. Chemical and bilogical weapons shall be artillary based to be developed within 25 years. They shall be operational by the year 40.
4. Point 2 and 3 will be supported by the SAFSW and the Defence University of Beiteynu as a whole.
5. The remaining section of the military will be modernaized with newly developed equipment. The arms manufacturers shall not export any equipment abroad to allow the military to use its full capacity.
6. The development of airplanes capable of carrying nuclear bombs shall be the second priority and will be phased in as soon as the chmical, bilogical and nuclear tasks have been fullfilled.
7. Between years 38 and 40 the newly trained soldiers shall receive practical artillery and naval training.
8. The old warheads as well as nuclear submarines will be decommisoned as soon as the new ones are in operation.
9. The four nuclear submarines shall be part of the naval forces.


Financial part:
1. To finance King David Reloaded the ministry for research will use its budget to finance the university construction and all running costs (50% of the department budget).
2. The military will shrink in size. Target size to be achived in 30 years: 762,000 active soldiers (-100,000) and 567,000 reserve (-100,000)
3. The government will provide the army with an additional 85 billion BEN to meet the running costs.


This is a normal law and can be changed/abolished/passed with a absolute majority.
