The Union of Seleyan Football Associations, henceforth referred to as USFA, is the official governing body of Seleya's continental football competitions. This body exists to create and organize Seleya-wide events on both the national and club level, as well as to direct and mediate any disputes that may arise from footballing conflicts.

I. Nations wishing to join USFA need only to ratify this treaty; all other details will be handled accordingly.
-i. By ratifying this treaty, participating nations allow for the use of both the national team as well as club-level teams for USFA-run tournaments, most notably the USFA Seleyan Championship (national-level) and the USFA Champions' League (club-level).
-ii. Upon the finalization of this treaty, the Seleyan League of Champions will become defunct.

II. Tournament hosting will rotate according to the order of ratification. Qualification rounds will only be held if there is an uneven number of participating nations (excluding host nation).

III. The predicted start date for this tournament will be in 3400, provided that at least 4 nations have ratified this treaty.

IV. Each tournament will consist of a preliminary group stage, after which several knockout rounds will follow, leading ultimately to the final. In the group stage, every victory grants three (3) points; a tie is equal to one (1) point, and a loss yields zero (0) points. Knockout rounds are based mainly on goal aggregate (USFA Champions' League rounds include both home and away game, with the exception of the final).

V. All results will be displayed in the World Events Forum. A random number generator will be used in determining the scores ( http://www.random.org/integers/ )

VI. Results will be posted in the appropriate thread on the Particracy forums.
