Mutual Aid Pact between the Socialist States of the World

Art. 1 In order to become a member of the Pact, it is necessary to fulfil the economic, political and social requirements laid down in its annexes. Art. 2 The states party to the Pact undertake to defend themselves against any aggression from outside. They also undertake to resolve disputes between them peacefully, having recourse to an arbitration panel set up within the Covenant. Article 3 The States of the Covenant undertake not to set up customs duties or particular customs barriers towards the other member States. The resources of the members shall be pooled for their respective economies through individual agreements concerning the payment and giving of these resources. Article 4 Member States shall establish forms of coordination between their intelligence agencies in order to prevent the emergence or proliferation of terrorist organisations in their territories or external threats. Article 5 Each state shall be obliged to render aid to another in case of serious internal disturbances and danger to the working class, provided such aid is requested by the state itself. Article 6 States shall have the right to establish their own embassies and consulates in other States. Article 7 The organs of the Covenant are the General Secretary, the General Secretariat, the Assembly and the Arbitration Council. Art. 8 The General Assembly shall consist of one representative designated by each member state, and its resolutions shall be adopted by a two-thirds majority. Article 9 The Secretary-General is elected by the Assembly and holds office for seven years. Article 10 The General Secretariat shall be appointed by the Secretary-General and approved by the Assembly; it shall cease to function at the end of the term of office of the Secretary-General. Art. 11 The Arbitration Council shall consist of three elected state representatives and three alternate representatives and shall settle disputes between member states. If one of the representatives belongs to one of the States involved in the dispute, he or she shall be replaced in the judgement by an alternate representative. |
