This Treaty and its set of Provisos and Articles, officially known as the Selucia Accord of Diplomacy (Accord), was created to establish diplomacy and neutrality between signatory nations and Selucia, thus allowing for the creation and enhancement of an extended relationship based on these diplomatic ties established by this Accord.

By ratification, signatory nations agree to adhere and abide by the following Provisos and Articles:

---------- 1. Channels of Communication
All signatory nations recognise that regular communication is important to building trust and friendship with Selucia. To this end, the governments of signatory nations must consult regularly with Selucia and open clear channels of communication and information exchange.

---------- 2. Embassies and Ambassadors
Signatory nations shall permit the nation of Selucia to establish an official embassy and appoint an ambassador. In accordance, Selucia shall permit signatory nations to establish embassies and appoint ambassadors.

---------- 3. Protection of Diplomats
Governments of signatory nations shall do whatever possible to protect and ensure the safety of the diplomatic bodies and officials from Selucia. In accordance, Selucia shall ensure the protection and safety of diplomats of signatory nations.

Signatory nations shall commit to solve any issues with Selucia through diplomacy and political discussion. In accordance, Selucia shall commit to solve any issues with signatory nations in the same manner.

Signatory nations shall permit intelligence agents of the Terran Remediation Agency to enter their nation, establish and maintain intelligence efforts under the jurisdiction of the governments of signatory nations. ---------- 6. Neutrality
Signatory nations agree to remain officially neutral in conflicts and/or disputes between Selucia and other nations of Terra, and will only participate in the form of medical and humanitarian assistance to populations in need.

Signatory nations undertake to respect the sovereignty of Selucia and the neutrality that this treaty represents.
