The Signatories of this Treaty, having recognized the importance of the Conservation of the Environment, have hereby made official their support for the aforementioned Cause, by ratifying this Treaty which stimulates compliance with Rules and Regulations set forth in this text which shall promote the aforementioned Cause, and have promised to continue their Policies making efforts to Protect and Conserve the Environment, in compliance with the Articles herein.

ARTICLE I: Establishing the Goals and Definitions of this Treaty

> Section I: Hereby, ratifying members of this Treaty shall be referred to as Signatories; any nation that wishes to ratify this Treaty and yet does not meet the qualifications shall hereby be referred to as “Observing Parties”.

> Section II: Hereby, the Goals of this Treaty are the reduction of pollution (Article IV) and deforestation (Article III), the promotion of green energy (Article II), conservation, as well as position on the importance of protecting the environment.

> Section III: Hereby, nuclear, hydroelectric, wind, geothermal, solar, and biofuel shall constitute and define any reference to“renewable sources,” “renewable energy sources,” “green energy,” or “green energy.”


ARTICLE II: Promotion of Green Energy by Signatories


> Section I: Signatories to this Treaty must, through subsidies, tax breaks, or other means, support the generation and development of green and renewable energy sources.

> Section II: Signatories must agree to ensure that at least 60% of all energy within their nation is generated via renewable sources.
>> (a): If a Signatory has yet to reach 60% at the time of ratification, yet has a plan set to reach that goal within 15 years of ratification, they may ratify and receive full Signatory status.
>> (b): If a Signatory has failed to reach the aforementioned goal within the designated timespan, they will be suspended from the Treaty as Observing Parties until such time that they comply once more.

> Section III: Signatories are free to promote any single source or combination of sources that constitute a renewable source under the definition provided by Article I, Section III.
>> (a): Signatories shall not be forced to adopt or promote any renewable source that they do not wish to.


ARTICLE III: The Prevention of Deforestation and Potential Desertification by Signatories

> Section I: Signatories of this Treaty shall hereby agree to protect forests within their borders by instituting the following prescribed rules and regulations.

> Section II: Logging and the Forestry Industry shall be subject to regulation and oversight by the governments of the Signatories of this Treaty, by either;
>> II(a): Instituting a system of licensing, with logging allowed by license alone.
>> II(b): Instituting a system of strict regulation, with logging allowed only in the instances of fire breaks.

> Section III: Logging activities within the Forestry Industry will be required to either;
>> III(a): Plant new-growth saplings at replacement rate for their activities, or;
>> III(b): Plant new-growth saplings above replacement rate for their activities.


ARTICLE IV: Reduction of Pollution Levels by Signatories

> Section I: All Signatories of this Treaty shall impose regulations on industrial pollution, ranging from moderate to highly restrictive.
>> I(a): Such regulations must be enforced, with penalties for being broken.
>> I(b): Countries shall ensure their nation’s compliance within an acceptable range of 0.5tn to 2.0tn C02 emissions per capita.
>> I(c): Signatories may ratify this Treaty even if their nation is yet to be within the acceptable range, so long as they have an established plan to reduce emissions to a level within said range with 15 years of ratification.

>Section II: All Signatories of this Treaty shall agree to extend such regulations to the pollution of the Agricultural Industries as well.
>> II(a): Such regulation must include either a total ban on pesticides, herbicides, and fungicides;
>> II(b): Limiting pesticides, herbicides, and fungicides used on crops with government-enforced standards by approving only those proven to have either minimal or no permanent effects on the environment, or;
>> II(c): Require farmers to list any and all pesticides, herbicides, and/or fungicides used on their crops.

Section III: All Signatories of this Treaty shall establish or maintain a system to ensure the quality of drinking water within their nations.
>> III(a): The Signatories must enforce a single standard to ensure all tap water is drinkable, or;
>> III(b): The Signatories must set a range of standards dependent on the intended use of said water.

>Section IV: All signatories will agree to promote recycling in their nations.
>> IV(a): The governments of Signatory nations must either ensure recycling and waste management compliance by
>> IV(b): Owning and operating the disposal service, or;
>> IV(c) applying regulation and oversight to private company which own and operate the disposal services, AND;
>> IV(d): Provide funding for recycling programs and facilities within their nation and either;
>> IV(e): Mandate and enforce recycling for industry only, or;
>> IV(f): Mandate and enforce recycling residents, commercial enterprises, and industry.

> Section V: All Signatories shall commit to promote the use of public transportation to reduce the level of C02 emissions caused by high levels of private transportation and travel.
>> V(a): Signatories will ensure the promotion of public transportation by fully subsidizing public transport for low-income citizens, or;
>> V(b): Partially subsidize public transport for all citizens, regardless of income status, or;
>> V(c): Fully subsidize public transport for all citizens, regardless of income status.

> Section VI: In conjunction with Section VI, all Signatories shall regulate private transport by;
>> VI(a): Providing tax incentives for traveling collectively, or “carpooling,” and for the use of environmentally friendly cars and fuels, or;
>> VI(b): Limiting private cars allowed to ones using environmentally friendly fuel or engery sources, or;
>> VI(c): Limiting the amount of private cars that each household to one,with tax incentives for traveling collectively, or “carpooling,” and for the use of environmentally friendly cars and fuels, or;
>> VI(d): Banning the private ownership of cars entirely.


ARTICLE V: Conservation and Preservation of Nature and Wildlife by Signatories

>Section I: All Signatories shall agree to designate areas as national parks or sanctuaries, and fund the maintenance of such facilities to preserve the unique nature and wildlife of their nations.

>Section II: All Signatories shall agree to set standards and quotas on marine hunting and farming, by either;
>> II(a): Establishing fishing quotas and penalties for those who break them, or;
>> II(b): Nationalizing the fishing industry and enforces fishing quotas, or;
>> II(c): Banning the fishing industry altogether, AND;
>> II(d): Setting quotas for commercial whaling with penalties for those who break them, or;
>> II(e): Banning commercial whaling and allowing only scientific whaling, or;
>> II(f): Banning all whaling within their nations.

> Section III: All Signatories will agree to establish or maintain regulations and restrictions on hunting activities within their nations.
>> III(a): Hunting activities are to be limited by Signatory nations to allotted seasons and designated areas, or;
>> III(b): Ban hunting altogether, AND;
>> III(c): Ban the hunting of endangered animals and species entirely.

> Section IV: All Signatories will ensure the protection of endangered species within their nations.
>> IV(a): Signatories will ensure that either endangered species are solely kept in zoological or conservational facilities, with all other ownership or trading of endangered species illegal, or;
>> IV(b): Signatories will ban the ownership or trading of endangered species entirely.

> Section V: All Signatories will ensure the welfare of the animals in their Livestock Industry by;
>> V(a): Enforcing moderate welfare standards with penalties for those who break them, or;
>> V(b): Enforcing strict welfare standards with penalties for those who break them, or:
>> V(c): Banning livestock farming entirely.


ARTICLE VI: The Declaration of Climate Change as a Threat to Terra

> Section I: All Signatories must declare their unwavering commitment to battling climate change in any form, and must always put the environment before the economy.
>> I(a): Signatories must recognize climate change as a great issue, and take significant steps to stop it and reduce their emissions, or;
>> I(b): Signatories must declare climate change the biggest threat to Terra.
