Silliers Channel Treaty

This Pact is open to all Nations of Terra, regardless of whether their shores are washed by the Siliers Channel or not. The Silliers Channel ("Channel" hereafter) is Sea Channel intersecting the mainland and island territories of Kanjor, created through this wide intersection between the Sea of Lost Souls linking the South and Peractic Oceans, and the Odufart Sea linking the Anantonese and Peratic Oceans. The Channel is Kanjorienne EEZ territory, including upto 200 nautical miles beyond, as per the Laws of the Seas conventions. It is a region rich in marine life, natural gas/petroleum, and a link between the southern realms of the Majatran, Seleyan, Souibblen, and Vascanian continents. The area is a hotbed also for inter-continental communications cables and as a prime trade traversing the seas between continents to save precious time and resources by allowing nations to use this trade route instead of going around the whole southern & central Seleyan regions to reach nations across them. The estimates are of a time saving of atleast 20-60% depending on the location. (Thus, all "Eligible States" herein), and most specifically: République Fédérale de Kanjor (The Federal Republic of Kanjor) All members of this Pact shall be referred to as "Signatory States" hereafter. The founding Member of this Agreement shall be the Federal Republic of Kanjor ("Kanjor", henceforth). Article 1: Security 1. All signatory States shall commit to normal peaceful relations with one another, and resort to usual bilateral relations methods in case of differences. 2. No signatory state, while remaining a signatory, shall advance troops across the Silliers Channel, or the shores of Kanjor, unless specifically and explicitly requested, or permission granted, as invoking the language of this Article and Clause. 3. No signatory state is obliged to intervene on behalf of any other signatory state in their own conflicts and wars, unless requested, or some other agreement exists which requires such intervention. The founding principle of this pact shall be neutrality in the Region, and to use it as an international trade and economic zone. 4. Signatory States may, at their option, open a neutral international sea/air port on Kanjorinenne territory, for the purpose of refuel and resupply, which can be made available to all Signatory States, pending the creation of such individual treaties regarding this clause and clause alone. The base should be accessible from the Channel itself directly, and shall remain neutral, with a pay to Kanjor for use of its territory. If a signatory state opts not to open such a base, there is no requirement that they maintain such facilities. 5. All security arrangements concluded out outside of this pact between signatory states shall not be excluded by this agreement. Article 2: Open Trade 1. The primary mode of operation in economic affairs is "Open Trade" between all signatory states. 2. Each Signatory state will decrease trade and commerce barriers, tariffs and other import taxes for trade and commerce between signatory states. Each Signatory nation may retain all other barriers against non-Signatory States as it deems best. 3. Investment is specifically excluded from this Article. 4. Signatory States agree to offer preferential trade terms to other signatory states of all national production. Preference can include special shipping arrangements or wholesale pricing. 5. Signatory States should endeavor to try and reduce competition between their own national industries, to approximate comparative advantage and efficient trade, for the benefit of all signatory state. 6. All trade agreements concluded out outside of this pact between signatory states shall not be excluded by this agreement. 7. Petroleum, petroleum products, natural gas and allied products' exploration in this rich region shall not be undertaken by other entities apart from Kanjor, as it lies within the Kanjor EEZ and is of economic interest to that nation alone rightfully. 8. Fisheries, marine research may be freely undertaken. However, in case of depleting marine life at any point of time, Kanjor may choose to impose quotas on fishing and curtail rights of other signatories to promote and preserve marine life. 9.All signatories will send their own ocean cleaners every month once, atleast. 10. In case of spillage of oil, toxins, other pollutants, the signatory nation responsible for that vessel/trade shall be solely responsible and be liable to cleaning and charges towards Kanjor and eventually other signatories. 11. Natural disasters, of ay kind, will be unilaterally dealt with, and Kanjor pledges truthful continuous relay of news and updates regarding the conditions across the Channel to make it safe and viable for activity. Any update in the negative shall be respected by all signatories. Article 3: Cultural Exchange 1. All signatory States will make reasonable efforts to promote cultural exchange between themselves. 2. Signatory States will encourage cultural exchange by regularly hosting cultural expositions and inviting other signatory states to participate. Article 4: Others 1. All signatory states will agree to consult with one another on regional matters 'which would interest all or most'. Else in usual cases, matters would rest with the decision of the Kanjor government. Though not required, unilateral actions should be taken after informing other signatory states, and giving them an opportunity to comment in support of their own national interests. 2. All signatory states remain free to ally themselves with other states outside of the Channel treaty, but not for the purpose of reducing the integrity of this agreement. 3. All signatory states are welcomed to send representatives to all regional summits called by any signatory state. 4. Nothing in this agreement shall be construed to supersede other arrangements of individual signatory states, but if those other agreements make it impossible for a state to sign this treaty as concluded, we ask that signatory states resolve the conflict internally before fully committing to this Pact. 5. This pact will enter into force immediately upon the signature of the founding Member. 6. Signatories commit to and declare to not use this region for their own or any international military exercises without expressed consent from Kanjor, and to not use the region for slavery, traversing of slaves, and for nuclear, chemical, biological research, waste, treatment, warfare practices. This Channel shall become vital to trade in the Southern Hemisphere. The canal may thus become a target for piracy, warmongers and any others. For this reason, this treaty has been set up to allow nations to quickly respond to threats to the Silliers Channel, and thus, their own industries. Ratifiers of this treaty also declare that: 1. They shall defend the Channel in any case that Kanjor's sovereign territory or the Channel itself is attacked or deemed to be attacked. 2. They shall not, under usual circumstances, abstain from this treaty during a time when Kanjor's sovereign territory may be attacked. Kanjor declares that: 1. Apart from the Open Trade zone benefits to all, they shall give a 50% tax relief of the tax placed on all vessels, cables-laying firms/governments, marine companies and small scale fishermen using the Silliers Channel that belong to the government, corporate entities that base their operations in a ratifier's nation, or private citizens that are nationals of a ratifying nation. 2.
